Sightsavers is looking for an experienced Project Finance Officer to join our Kenya Country Office and support the Programme Manager and partners with project financial management. This is a 12-month fixed-term contract requiring 35 hours per week. As the Project Finance Officer, you will be responsible for the day-to-day financial management of assigned projects by preparing and maintaining project budgets, capturing transactions in the SUN system, and identifying & supporting all project procurement needs.
Responsibilities
Donor Budget Management & Reporting
Work with the project team to ensure that all donor-related information is disseminated to project, finance, and logistics staff as well as partners to ensure compliance with donor rules.
Coordinate with project staff and partners to prepare and regularly update the spending plan in line with the project planned activities.
Review payment schedules for the project and ensure cash flow needs are addressed.
Financial Management
Review transactions in the organization's accounting system monthly to ensure correct coding and accuracy.
Ensure timely and accurate payments/payees on the S2B platform.
Monitor bank balances through regular updates of the excel cash book to minimize risks of cash depletion.
Prepare monthly Budget Versus Actual (BVA) reports with commentary on budget lines at risk of under/overspends.
Prepare quarterly financial reports as per donor requirements, ensuring they are complete, accurate, and submitted on time.
Prepare and consolidate monthly invoice and expense projections; analyze differences between projections and actual spending.
Ensure financial reports comply with donor exchange rate policies, tracking expenditures in various currencies (e.g., converting to GBP).
Programme Management
Prepare and share project reports with the programme team for decision-making.
Ensure accurate coding of restricted funding project expenditures.
Receive and review periodic reports for all partners, liquidating eligible costs and identifying ineligible/disallowed expenses.
Conduct periodic reviews of local partner internal controls and policies and advise on strengthening them.
Review partner reports against key indicators and take appropriate action.
Procurement
Source for quotations and conduct analysis for review by the Finance and Support Services Manager (FSSM).
Follow the projects’ Value for Money strategies.
Process procurement needs in PSC and Proactis systems.
Work with the administration team to maintain and update the project asset register.
Requirements and Experience
Education: Bachelor’s degree in finance/accounting.
Certification: Professional accounting qualification (e.g., CPA, ACCA).
Experience: Extensive working experience in a similar role, ideally within an International Non-Governmental Organisation (INGO).
Technical Skills: Proficiency in SUN system, PSC, and Proactis systems.
Functional Skills: Experience in managing project budgets, writing project reports, and preparing quarterly financial reports per donor requirements.
Knowledge: Project Financial management and data analysis skills; experience in procurement.
Desirable: Experience of audit and government organizations in a finance position.
