Principal Supply Chain Management Officer

The Principal Supply Chain Management Officer role at the National Biosafety Authority (NBA) is integral to the organization's mandate of ensuring safety to human and animal health and providing adequate protection of the environment from harmful effects that may result from genetically modified organisms (GMOs). The NBA is a state corporation established under the Biosafety Act No. 2, 2009. This position involves leading and coordinating all procurement, asset disposal, inventory control, and contract implementation activities in line with organizational plans and statutory requirements.

Duties and Responsibilities (Job Specifications)

The successful candidate will be responsible for the following key duties:

• Implementing the annual procurement and disposal plans and preparing quarterly implementation status reports.
• Coordinating all procurement and disposal activities.
• Providing input into the annual procurement and disposal plans.
• Preparing contract documents for goods, works, and services.
• Liaising with user departments to ensure effective implementation of contracts for goods, works, and services.
• Providing secretariat services to committees incidental to the procurement of goods and services, and disposal of assets.
• Overseeing periodic and annual stocktaking exercises.
• Coordinating disposal of assets activities.
• Preparing draft statutory reports to the Public Procurement Regulatory Authority (PPRA).
• Preparing statutory reports to PPRA, Ethics and Anti-Corruption Commission (EACC), and the National Treasury.

Person Specifications and Qualifications

For appointment to this grade, an officer must meet the following requirements:

• Experience: At least eight (8) years of relevant work experience, with a minimum of three (3) years in a supervisory role in a position in the public or private sector.
• Education:
  • Masters’ degree in Commerce, Procurement and Supplies Management, or an equivalent relevant qualification from a recognized institution.
  • Bachelors’ Degree in Commerce, Procurement and Supplies Management, or an equivalent relevant qualification from a recognized institution.
• Professional Certification and Training:
  • Must have completed a management course lasting not less than four (4) weeks from a recognized institution.
  • Must be a Member of the Kenya Institute of Supplies Management (KISM) or its equivalent in good standing.
  • Must hold a practicing license of KISM in good standing.
• Other Attributes:
  • Demonstrated results in work performance.
  • Fulfilled the requirements of Chapter Six of the Constitution (on leadership and integrity).
