
Commission for University Education
The Principal Planning Officer (Job Grade CUE 4) is a senior role within the Commission for University Education. This position is central to the development, monitoring, and evaluation of the Commission's strategic plans and policies. The incumbent will be responsible for institutional performance management, resource mobilization, and the oversight of the Educational Information Management System (EMIS). The role requires a strategic thinker capable of aligning departmental outputs with national standards and mentoring a team of professionals.\n\n### Responsibilities\n- Coordinating the development and review of the Commission's strategic plans and policies.\n- Monitoring and analyzing expenditure trends in the Commission.\n- Coordinating preparation of departmental work plans and compiling the annual Commission's work plan.\n- Coordinating setting of performance targets and development of performance contracts.\n- Compiling performance contract reports to the government.\n- Developing concept papers on critical issues on university education.\n- Monitoring and evaluating existing projects; determining projects' viability and advising on prioritization.\n- Ensuring proper development and maintenance of EMIS.\n- Supervising input of data into the Educational Information Management System (EMIS).\n- Coordinating statistical analyses and projections and aligning them into corporate strategic plans.\n- Coordinating implementation of the Commission's resource mobilization and development strategy.\n- Coordinating the development of a database on development partners and donors and their funded projects.\n- Reviewing of policies and strategies for resource mobilization.\n- Coordinating monitoring and evaluation of externally funded projects and programs.\n- Evaluating and prioritizing identified projects for funding.\n- Coordinating preparation of financial reports on funding and resource mobilization.\n- Supervising, mentoring, and coaching staff.\n\n### Requirements and Qualifications\n- Masters Degree in Economics, Statistics, Mathematics, and Planning or any other related discipline from a recognized Institution.\n- Bachelors Degree in Economics, Statistics, Mathematics, and Planning or any other related discipline from a recognized Institution.\n- At least eight (8) years of relevant work experience, three (3) years of which must have been in a supervisory role.\n- Membership to a professional body where applicable.\n- Management Course lasting not less than four (4) weeks from a recognized institution.\n- Proficiency in computer applications.\n- Must fulfill the requirements of Chapter Six of the Constitution of Kenya (Clearance from DCI, EACC, KRA, HELB, and CRB).\n\n### Key Competencies and Skills\n- Proposal and research writing skills.\n- Excellent communication and report writing skills.\n- Attention to detail and quality orientation.\n- Conflict management and team leadership.\n- Ability to work under pressure, prioritize, and multi-task.\n- Mentoring, coaching, and leadership skills.\n\n### How to Apply\nInterested and qualified candidates who meet the above requirements are requested to make their applications ONLINE through the Careers portal available on the CUE website at .
