Job Description
The Pandemic Fund Coordinator at the World Health Organization (WHO) plays a critical role in managing and coordinating health security initiatives within the African region (AFRO). The incumbent is responsible for overseeing two primary streams of work: tracking the implementation and reporting of both single-country and regional proposals, and leading the end-to-end development of new multi-country and regional entity proposals for the Pandemic Fund. This position involves high-level collaboration with WHO headquarters, regional offices, and country offices to ensure cohesive project execution.
Responsibilities
Project Coordination & Implementation
In collaboration with HEP/PAM, coordinate Pandemic Fund work in AFRO regarding implementation tracking and reporting for single and multi-country proposals.
Support the planning, execution, and monitoring of multi-country and regional entity projects to ensure timely implementation in line with WHO guidelines and national health priorities.
Manage the Pandemic Fund coordination unit, providing direct supervision to Project Management Officers (PMO).
Work closely with WHO country offices, government counterparts, and partners to facilitate smooth project activities.
Ensure seamless coordination and communication across WHO’s three levels—headquarters, regional offices, and country offices.
Monitoring, Evaluation & Reporting
Coordinate the establishment and maintenance of a robust Monitoring, Accountability, and Learning (MEAL) system.
Track project progress against key performance indicators and milestones, providing regular updates to leadership.
Contribute to progress reports, impact assessments, and evidence-based recommendations to inform policy development.
Proposal Development & Coordination
Lead and coordinate the end-to-end development of multi-country and regional entity proposals for the 3rd call of the Pandemic Fund.
Oversee proposal drafting, review, and finalization, ensuring quality, technical rigor, and compliance with donor requirements.
Stakeholder Engagement & Partnership Management
Foster collaboration with governments, multilateral organizations, NGOs, and other stakeholders.
Promote and communicate WHO’s pandemic fund implementation efforts to enhance visibility.
Represent WHO as a focal point in technical meetings and strategic discussions related to regional initiatives.
Supervision and Onboarding
Develop and implement onboarding processes for new team members regarding project objectives and WHO policies.
Provide training, mentorship, and regular performance evaluations.
Resource Mobilization & Advocacy
Identify funding opportunities and financing mechanisms to enhance regional preparedness efforts.
Develop advocacy materials and briefs to highlight the importance of regional collaboration.
Requirements
Education
Essential: Master’s degree in Public Health, Epidemiology, International Relations, Health Policy, or a related field.
Desirable: PhD in one of the aforementioned fields.
Experience
At least 7 years of experience in managing public health programs or operations, preferably in African contexts.
Strong focus on strategic planning, stakeholder engagement, and policy development in emergency or humanitarian settings.
Proven expertise in project management, including overseeing multiple projects, managing risks, and ensuring timely delivery.
Functional Skills
Strong problem-solving skills and ability to analyze complex data.
Excellent communication and interpersonal skills for high-level stakeholder engagement.
Proven ability to work collaboratively in diverse teams.
Computer literacy.
Languages
Essential: Excellent knowledge of English.
Desirable: Working knowledge of French.
