The United Nations Environment Programme (UNEP) is seeking a qualified Midterm Review Consultant for the GEF GOLD+: Global Coordination, Knowledge Management and Outreach (GEF ID 10606) Project. This consultancy role involves assessing project progress and performance through a comprehensive Midterm Review (MTR). \n\n### Role Overview\nThe consultant will evaluate the implementation of the environmental dimension of sustainable development within the UN system specifically regarding mercury and pollutants management. The findings will be used to determine key data points, collect stakeholder feedback, and provide recommendations for the project's continued implementation.\n\n### Responsibilities\n* Conduct a thorough desk review of project documentation including Project Documents, Appendices, design review minutes, Annual Work Plans, and Budgets.\n* Review the logical framework and budget revisions (Project Document Supplement).\n* Analyze quarterly progress reports, financial reports, and reports from collaborating partners.\n* Develop data collection instruments such as questionnaires and logic models for stakeholder interviews and surveys.\n* Draft the MTR report following UNEP evaluation office requirements and stakeholder consultation procedures.\n* Present findings to the Task Manager and Global Project Steering Committee.\n* Revise and finalize the MTR report based on stakeholder feedback, ensuring high standards of language and form.\n* Liaise with the UNEP GEF C&GCU Unit team to provide updates and manage interpretation or translation services if necessary.\n\n### Requirements and Qualifications\n* An advanced university degree (Master’s or equivalent) in environmental sciences, international development, chemical and waste, or relevant political/social science areas. A first-level degree with two additional years of experience may be accepted in lieu of a Master's.\n* A minimum of 5 years of technical or evaluation experience in projects and programmatic approaches.\n* Broad understanding of mercury and pollutants management is highly desirable.\n* Prior experience evaluating UNEP, GEF, ASGM (Artisanal and Small-Scale Gold Mining), or mercury-related projects is preferred.\n* Working knowledge of the UN system and specifically UNEP's operational framework is desirable.\n\n### How to Apply\nInterested and qualified candidates should submit their application through the official UN careers portal.
