The International Rescue Committee (IRC) is seeking an Independent Consultant Evaluator to lead the final evaluation of Sida’s Humanitarian Framework Agreement V. The International Rescue Committee is a global humanitarian aid, relief, and development nongovernmental organization. This role is focused on assessing the impact, effectiveness, and reach of humanitarian interventions conducted under this framework, requiring a high level of expertise in evaluation methodologies and data analysis within complex international contexts.
Responsibilities
- Design and implement comprehensive evaluation strategies and research studies to assess the Humanitarian Framework Agreement.
- Lead community-level data collection efforts across multiple IRC operational countries, ensuring high data quality and integrity.
- Conduct advanced quantitative data analysis using statistical software to derive meaningful insights and findings.
- Produce high-quality research reports, evaluations, and publications as the primary or contributing author.
- Develop and deliver strategic communications and presentations to share findings with internal and external stakeholders.
- Manage logistics independently for field visits and data collection in complex environments.
- Navigate sensitive gender and power dynamics while engaging with community members and staff.
Qualifications and Requirements
- Education: Advanced degree in a relevant field such as statistics, international development, public policy, or other social sciences.
- Specialized Training: Advanced training in quantitative data analysis and/or evaluation methodologies.
- Experience: Minimum five years of experience designing, implementing, and supporting evaluations and/or research studies.
- Publications: Author or co-author on several recent evaluations, research reports, or other relevant publications (links should be included in the application).
- Field Experience: Experience collecting data at the community level in multiple IRC countries.
- Communication: Excellent communication skills, including superior writing skills and the ability to plan for and prepare strategic communications and presentations.
- Cultural Competence: Proven ability to communicate effectively across cultures and to navigate gender and power dynamics with sensitivity.
- Software Skills: Strong computer skills, including proficiency with MS Office, MS PowerPoint, and statistical software (SPSS, Stata, Nvivo, R, or other software).
- Availability: Willingness to work outside of normal business hours to accommodate global interviewees and virtual data collection during relevant country office hours.
- Travel: Experience and comfort with traveling to complex international contexts and the ability to manage logistics independently.
- Language: Fluency in English.
