Job Description
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the world's environmental agenda and promotes the implementation of sustainable development. The Ecosystems Division / GEF Biodiversity and Land Degradation unit is seeking a consultant to conduct the Mid Term Review (MTR) of the project: "Managing Peatlands in Mongolia and Enhancing the Resilience of Pastoral Ecosystems and Livelihoods in Nomadic Herders."
The MTR is undertaken at the operational completion of the project to assess performance regarding relevance, effectiveness, and efficiency, and to determine actual and potential outcomes and impacts, including their sustainability.
Duties and Responsibilities
The consultant will work under the direct supervision of the Task Manager in Geneva and the overall guidance of the Portfolio Manager in Nairobi. Primary responsibilities include:
Inception Phase:
Perform a preliminary desk review and conduct introductory interviews with project staff.
Prepare the review framework in alignment with UNEP's evaluation guidelines.
Identify and map key stakeholders for the review.
Develop an interview and questions matrix.
Design a detailed review schedule.
Prepare the formal Inception Report.
Qualifications and Experience
Education: An advanced university degree (Master's or equivalent) is preferred. A first-level university degree (BA/BSc) combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
Technical Experience: A minimum of 7 years of technical or evaluation experience is required.
Evaluation Expertise: Proven experience in evaluating large, regional, or global programmes and using a Theory of Change approach is required.
Thematic Knowledge: A broad understanding of land/peatland management, climate change mitigation, and adaptation measures is highly desired.
Project Management: Hands-on experience in managing national and international natural resources projects (e.g., biodiversity, protected area management, capacity building) is required.
International Exposure: Working experience in an international environment, specifically with UNEP and GEF, is required.
Regional Context: Prior experience in the project target area in Mongolia is considered a significant asset.
