Role Overview
Turkana County Government is seeking to recruit five (5) members for the County Public Service Board. This is a senior-level position with a non-renewable term of six (6) years. The board members are responsible for overseeing human resource management, maintaining disciplinary control, and ensuring the promotion of constitutional values and principles within the County Public Service.
Duties and Responsibilities
Establish and abolish offices within the County Public Service.
Appoint persons to hold or act in offices in the County Public Service, including in the Boards of cities and urban areas, and confirm appointments.
Exercise disciplinary control over, and remove persons holding or acting in the public service.
Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board.
Promote the values and principles of public service as referred to in the Constitution of Kenya 2010.
Evaluate and report to the County Assembly on the extent to which the values and principles are complied with.
Facilitate development of coherent, integrated human resource planning and budgeting for personnel emoluments in the County Government.
Advise the County Government on Human Resource Management and Development.
Advise the County Government on implementation and monitoring of the national performance management system at the County level.
Make recommendations to the Salaries and Remuneration Commission (SRC) regarding remuneration, pensions, and gratuities for the County Public Service employees.
Requirements for Appointment
Be a Kenyan citizen.
Be a holder of a first degree from a recognized university in Kenya.
Have knowledge, experience, and a distinguished career of not less than five (5) years in a senior management and administrative position in the Public Service or Private Sector.
Must have attended a Senior Management Course (SMC) lasting not less than four (4) weeks at the Kenya School of Government or from any other institution accredited by the Kenyan Government.
Having attended a Strategic Leadership Development Program (SLDP) lasting not less than six (6) weeks will be an added advantage.
A master’s degree from a university recognized in Kenya will be an added advantage.
Have demonstrable leadership and management capacity including knowledge of Public Service Management and Strategic Leadership.
Be conversant with the Constitution of Kenya 2010 and Laws governing County Governments.
Possess the ability to work in a multi-ethnic environment with sensitivity and respect for diversity.
Have the capacity to work under pressure to meet work-related deadlines.
Demonstrate understanding and commitment to national values and principles of governance as outlined in articles 10 and 232 of the Constitution of Kenya 2010.
Must satisfy the requirements of Chapter Six (6) of the Constitution of Kenya 2010 on Leadership and Integrity.
