Role Overview
This is a critical role responsible for leading project management for the Measuring what Matters (MwM) initiative. As a multi-country, multi-stakeholder initiative, strong coordination and leadership are essential. The Manager will ensure project delivery on schedule and to the highest quality, while integrating technical expertise across education programming, data collection, and outcome measurement. While primarily structured as a full-time position, a part-time arrangement may be considered for the right candidate.
Key Responsibilities
Programme Management, Delivery & Compliance
- Ensure quality, compliant, on-budget, and inclusive programme delivery using management tools including detailed implementation plans, phased monthly budgets, procurement and consultancy plans, MEAL plans, and recruitment plans.
- Conduct risk analysis and mitigation planning with active participation from partners and key stakeholders, adjusting programming interventions based on context analysis.
- Work with SCI Finance and SCUS Finance teams to ensure high-quality financial management, accurate forecasting, and achievement of financial performance KPIs (BVA).
- Act as the primary point of contact for ECW on project delivery matters, manage partnerships with the REAL Centre and Centre for Lebanese Studies, and support Country Offices in recruiting and managing data collection and NGO partners.
- Ensure Save the Children's Child Protection & Safeguarding Policy is understood and integrated across all program operations and partner activities.
Programme Strategy & Quality
- Coordinate the MwM external steering group, including member communications, engagement planning, and strategic guidance.
- Oversee the ongoing development of the Measuring what Matters Framework and the Learning in Action Framework.
- Coordinate training of data collection teams, support central digital data systems management, and coordinate ethical review procedures for research.
- Coordinate and participate in national and global learning events to present findings from the project.
- Lead the development of monitoring and evaluation approaches for the initiative, setting indicators and frameworks for capturing cost data.
Advocacy, Campaigns, Media and External Representation
- Collaborate with team members and the external steering group to define and deliver the advocacy and communications strategy for MwM.
Travel & Additional Responsibilities
- Travel to target participating countries for project set-up meetings and associated field activities.
- Provide management and leadership support to the Learn Breakthrough team on other learning outcomes measurement awards as scope and time permit.
