Manager, Construction Development And Coordination (Field Services)

Role Information\n\nThe National Construction Authority (NCA) is seeking a Manager for Construction Development and Coordination within the Field Services department. This senior-level role is responsible for overseeing the development, implementation, and review of policies, strategies, and regulatory frameworks that govern the construction industry's field services. The successful candidate will lead construction inspections, project registration, and enforcement of the Building Code to ensure quality assurance and safety standards across the industry.\n\n### Duties and Responsibilities\n\n* Policy and Framework Management: Coordinating the development, implementation, and review of policies, strategies, legislations, guidelines, frameworks, norms, regulations, plans, standards, systems, procedures, manuals, and programmes on field services.\n* Inspection and Enforcement: Spearheading inspection of construction works and coordinating enforcement of the Building Code.\n* Service Coordination: Coordinating provision of a one-stop shop for all services offered in the construction industry to all clients and stakeholders.\n* Project and Levy Management: Spearheading registration of all projects and payment of construction levies; ensuring that all projects are duly registered.\n* Standards Implementation: Ensuring implementation of standards for the design, construction, operation, inspection, and maintenance of construction works.\n* Accreditation and Registration: Evaluating and recommending applications for registration and categorization of contractors; evaluating applications for accreditation of skilled construction workers and site supervisors.\n* Industry Development: Promoting establishment or expansion of bodies related to construction; promoting utilization of local content in the industry's development.\n* Capacity Building: Facilitating Continuous Professional Development (CPD) of contractors and Continuous Technical Development (CTD) for skilled construction workers and site supervisors.\n* Safety and Health: Spearheading standards for infrastructure services, works, and disaster management at construction sites; promoting preventative safety culture and occupational safety and health programs.\n* Consultancy and Advisory: Providing consultancy and advisory services with respect to field services.\n* Operational Leadership: Advising on mitigating measures for risks; ensuring business continuity plans are operational; initiating Business Process Re-engineering (BPR); ensuring prudent management of resources.\n* Staff Management: Managing, mentoring, coaching, and developing staff in the department.\n\n### Qualifications and Requirements\n\n* Work Experience: Cumulative service period of fifteen (15) years’ work experience, three (3) of which should have been at the grade of Assistant Manager or in a comparable position.\n* Academic Education: Bachelor's degree and Master's degree in Engineering, Architecture, Quantity Surveying, Construction Management, Business Administration, or Project Planning and Management from a recognized institution.\n* Professional Memberships: Membership in Architectural Association of Kenya (AAK), Institute of Quantity Surveyors of Kenya (IQSK), or Institution of Engineers of Kenya (IEK) in good standing.\n* Professional Registration: Registration as a professional with the Board of Registration of Architects & Quantity Surveyors (BORAQS) or the Engineers Board of Kenya (EBK).\n* Licensing: Must possess a valid professional practicing license.\n* Training: Certificate in a leadership course lasting not less than four (4) weeks from a recognized institution.\n* Skills: Proficiency in computer applications and demonstrated managerial and professional competence.\n* Ethics: Must exhibit a thorough understanding of national goals and ability to relate them to NCA’s mandate.\n\n### How to Apply\n\nInterested applicants should submit their applications through the authority’s recruitment portal at https://recruitment.nca.go.ke.
