The United Nations is seeking a Legal Officer (P3) to provide professional legal assistance within the scope of the administration of justice as defined by General Assembly resolution 63/253. The role is primarily focused on advising clients on appeals against administrative decisions and disciplinary matters, as well as representing them before the United Nations Dispute Tribunal and the United Nations Appeals Tribunal. The officer identifies cases suitable for informal resolution and maintains high standards of legal research and analysis.
Responsibilities
Provide legal assistance to individuals within the United Nations administration of justice system.
Advise clients on appeals against administrative decisions and the imposition of disciplinary measures.
Represent and litigate on behalf of clients before the United Nations Dispute Tribunal and the United Nations Appeals Tribunal.
Prepare written and oral submissions and ensure compliance with procedural requirements.
Identify cases amenable to informal resolution, such as settlement or mediation, and assist clients in the process.
Respond to complex inquiries, identify legal issues, and draft or review legal documents and correspondence.
Conduct extensive legal research and provide detailed analysis of cases and jurisprudence.
Review draft submissions for inaccuracies or inconsistencies to ensure high-quality output.
Maintain registers (electronic and online) and legal precedent reporting databases.
Prepare reports on the Office's work for the General Assembly and other mandated bodies.
Assist with administrative and budgetary requirements of the Nairobi duty station.
Requirements and Qualifications
Education: An advanced university degree (Master's degree or equivalent) in international law. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible experience in law, including legal analysis, research, and writing.
Litigation Experience: At least two years of litigation experience at the national or international level, including first-hand experience appearing before a court or tribunal and leading witness evidence.
Desirable Experience: Experience within the UN common system or other similar international organizations is considered an asset.
