The role of the Lead Analyst for the National Statistics Office (NSO) Statistician involves providing expert support to the NSO and UN-Habitat in the preparation of a thematic report utilizing census data. This position requires mobilizing and collaborating with analysts and experts, coordinating inputs, conducting thorough data analysis, and ensuring the final report adheres to prescribed standards and guidelines, including necessary consultations with stakeholders like the Ministry of Water Supply (MoWS), UNICEF, and WHO.
Responsibilities and Deliverables (Thematic Report Preparation)
The inception report and subsequent drafts will require the Lead Analyst to perform the following duties:
- Report Structuring: Outline the thematic report following the writing format/guidelines provided by NSO/UN-Habitat and explained at the orientation workshop (content-based headings, sub-headings, tables, graphs, maps, annexes, etc.).
- Data Acquisition: Prepare and submit dummy tables (trends and patterns) in Excel format to NSO/UN-Habitat to facilitate obtaining the required census data from the NSO.
- Data Analysis: Summarize other data (Nepal and International) that will be analyzed in the report.
- Literature Review: Conduct a review of literature (theoretical, empirical, and policies) related to the thematic report topic.
- Team Mobilization: Mobilize and work together with the Analyst and experts for the overall exercise of thematic report preparation, consulting with the Ministry of Water Supply (MoWS) as needed.
- Workshop Participation: Participate in the first writing workshop organized by NSO/UN-Habitat and present the progress.
- Draft Submission: Prepare and submit the complete first draft thematic report by the third week of April 2026 to NSO/UN-Habitat.
- Comment Incorporation: Incorporate reviewers’ comments into the thematic report. Prepare and submit a note explaining how the comments and feedback have been addressed, providing acceptable justification for any comments not addressed.
- Stakeholder Review: Ensure UN-Habitat simultaneously submits the draft/final thematic report copy to UNICEF, WHO, and Ministry of Water Supply for necessary feedback/comments.
- Progress Monitoring: Respond to progress queries from the NSO to ensure the April 2026 deadline remains on track.
- Second Workshop: Participate in the second writing workshop organized by NSO/UN-Habitat and present the progress of writing (fourth week of April 2026).
- Finalization: Finalize the thematic report incorporating feedback provided at the second writing workshop, including inputs from experts from NSO, UN-Habitat, UNICEF, WHO, and MoWS.
- Final Submission: Submit the final thematic report to NSO/UN-Habitat by the end of May 2026, ensuring compliance with prescribed formats and guidelines. The submitted report will undergo professional editing.
- Annex Preparation: Prepare an Excel file of tables and figures included in the thematic report as an annex, and submit it to NSO/UN-Habitat by the end of May 2026.
- Working File Submission: Prepare a tidy Excel working file containing the tabulations and workings for all tables and figures used to generate the report and submit it to NSO/UN-Habitat by the end of May 2026.
- Presentation Preparation: Prepare a detailed PowerPoint presentation of the key thematic report findings and policy implications for presentation at a dissemination event, submitting it to NSO/UN-Habitat by the end of May 2026.
- Dissemination: Be available to present and discuss the report at a dissemination event, planned for the 2nd week of June 2026.
- Data Confidentiality: Note that the final product is the property of the NSO. Analysts are strictly prohibited from sharing reports, publishing articles based on the analysis, or using unpublished data sets provided by the NSO for any purpose other than the preparation of this thematic report without prior written clearance from the NSO.
Qualifications/Special Skills
- An advanced university degree (master’s or equivalent) in Applied Statistics, or a related field is required.
- A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree.
- A minimum of two (2) years of experience in data analysis, research, and writing on population and demographic issues is required.
- Experience in an Executive Position at government, semi-government, or other agencies relevant to statistics and/or research is required.
- Understanding of National & International data and other official data sources, including variables, methodologies, and geo-spatial/statistical technique is desirable.
- Proven ability to process and analyze microdata from National and International data sources is desirable.
- Experience in analyzing cross-cutting themes like GESI (Gender Equality and Social Inclusion) and Poverty using major national data is desirable.
- Previous experience working with the United Nations is desirable.
