Role Overview
The Emergency Risk & Compliance Advisor (RCA) is a critical role within the Global Surge Team Roster, designed to ensure that risk management plans are executed rapidly and consistently during emergency responses. The RCA is responsible for making relevant risk management toolkits available to response teams and ensuring that all deployed resources are trained in risk awareness, specifically regarding reporting obligations and ethical standards.
Key Responsibilities
Risk Management and Mitigation: Support the Response Team Leader and Senior Management Team (SMT) in conducting detailed risk analyses across programs and operations. Adopt and implement the IRC’s risk framework while coordinating proactive mitigation actions.
Internal Controls and Compliance: Identify gaps in internal controls and ensure that compliance risks are thoroughly analyzed with appropriate mitigation measures in place. Address and escalate concerns promptly following established procedures.
Departmental Integration: Embed risk planning within key departments including Award Management, Finance, Procurement, Programming, and MEAL. Work with these teams to identify, assess, and monitor evolving risk environments.
Reporting and Monitoring: Provide regular updates to the Response Team Leader and stakeholders using risk dashboards. Flag high-concern areas to the Emergency Response Management Team (ERMT) and senior leadership.
Capacity Building: Assess training needs for staff, new joiners, and partners. Conduct sessions on Risk Management, Fraud Awareness, Ethics, Compliance, and Reporting.
Process Improvement: Continuously review and improve standard operating procedures (SOPs) to enhance risk management and operational efficiency.
Cultural Leadership: Utilize innovative strategies to foster a culture of risk awareness and ethical behavior across all operational sites.
Qualifications and Requirements
Education: Minimum of a BA/BSc/HND in a relevant field.
Experience: At least 6 years of experience in operations and program implementation within an international development environment.
Technical Knowledge: Deep understanding of humanitarian concept principles and demonstrable skills in fraud risk management.
Emergency Context: Proven experience working in emergency response settings or fragile states.
Soft Skills: Excellent communication, interpersonal, and diplomatic skills; ability to work effectively in multi-cultural environments and under high pressure.
Digital Literacy: Proficiency in MS Word, Excel, accounting software, and email/internet communication tools.
Environment: Demonstrated ability to thrive in a matrix management environment and work effectively as part of a small, fast-paced deployment team.
