The Deputy Manager, Data Analytics/Data Steward operates within the Statistics and Library Services Division of the Central Bank of Kenya, reporting to the Senior Manager, Data Management and Data Governance. This subject matter expert role is critical for implementing robust data management practices, particularly focusing on data warehousing, quality tracking, and resolution of data-related issues within the Research Department. The position plays a fundamental part in advancing the Bank's vision towards a data-driven future by ensuring the accuracy, timeliness, and availability of essential research data.
Job Purpose
Reporting to the Senior Manager, Data Management and Data Governance, the job holder is a subject matter expert responsible for:
- Implementing the data warehousing process for the Research Department.
- Implementing guidelines for data handling.
- Tracking quality and resolving data-related issues.
Key Duties and Responsibilities
Strategic Responsibilities
- Ensuring all research data is placed in a central repository (Enterprise Data Warehouse - EDW).
- The role is fundamental in driving the Bank towards its Vision and data-driven future by ensuring accuracy, timeliness, and availability of data.
Technical and Operational Responsibilities
- Knowing where all research data is located, definitions and meaning, economic and statistical rules, data flows, data quality, and documentation.
- Coordinating with data compilers in various data units in the Research Department to collate and ensure all research data is up to date in the EDW in a timely manner.
- Monitoring data quality and preparing and implementing data quality improvement initiatives.
- Analysing data quality issues and proposing and executing resolutions.
- Working with Research analysts to identify data pain points and propose/execute solutions.
- Collaborating with database administrators and other data management professionals in the Bank to support analytics in the Department.
Other Responsibilities
- Providing support to ensure compliance with Bank policies and processes, including staff performance appraisals.
- Contributing, as appropriate, to the performance of other functions in the Bank and to the overall achievement of the Bank’s mandates and strategic objectives.
- Mentoring, coaching, and mobilizing teams to achieve the Division’s objectives.
- Supporting capacity building initiatives at the Divisional level.
- Coordinating the team on external collaboration and networking with other institutions.
Qualifications and Experience
Qualifications
- Bachelor’s Degree in Economics, Mathematics, Statistics, or a related field from a recognised university.
- Master’s Degree in Economics, Statistics, or a related field.
Work Experience
- At least five (5) years’ experience in the compilation of macroeconomic statistics and/or analysis.
- At least three years’ experience working with relational databases and SQL.
- Experience working with business intelligence and reporting solutions such as Oracle BI.
- Experience working with providers of economic data.
- Understanding of statistical reporting.
- Experience working in an agile team.
