KASNEB was established as a state corporation under the National Treasury by the Government of Kenya on 24 July 1969. The mandate of KASNEB is the development of syllabuses, conduct of professional, diploma and technician examinations and certification of candidates in accountancy, finance, credit, governance and management, information technology and related disciplines.
Reporting to the Secretary/Chief Executive Officer, the Deputy Director, Supply Chain Management (Reference: HRM/SCM/DDSCM/2/2026) will be responsible for providing strategic leadership and operational management of the procurement and supply chain functions within the organization. This role involves developing and implementing policies, managing high-value contracts, and ensuring compliance with regulatory frameworks such as the PPRA.
Key Responsibilities
- Policy and Strategy: Developing, implementing, and reviewing policies, strategies, manuals, standards, and guidelines in relation to procurement functions.
- Demand Management: Coordinating identification of demand, plans, and procurement of items required by user directorates and divisions.
- Contract Management: Providing technical advice during negotiations on strategically significant contracts and verifying payment documents for goods, works, and services.
- Procurement Planning: Developing procurement and disposal plans and budgets, and facilitating the implementation of these plans.
- Sourcing and Evaluation: Coordinating sourcing, supplier evaluation/rating, inviting offers, negotiations, and contracting.
- Compliance and Reporting: Preparing tender advertisement notices, bid awards, and signing professional opinions; Coordinating preparation of Board papers and participating in finance and development committee meetings.
- Inspection: Conducting inspection and verification of items received by the inspection and acceptance committee.
- Digital Management: Initiating the updating of contract details in government portals and KASNEB websites.
- Staff Development: Coordinating training of procurement staff through regulatory bodies such as KISM, PPRA, and the Kenya School of Government (KSG).
Person Specifications
For appointment to this grade, an officer must have:
- A cumulative service period of fifteen (15) years relevant work experience, with at least three (3) years in the grade of Assistant Director, Supply Chain Management or in a comparable position.
- Bachelor’s degree in Supply Chain Management, Commerce (Supplies Management option), Procurement and Logistics or any other relevant qualification from a recognised institution.
- Master’s degree in Supplies Chain Management, Commerce (Supplies Management option), Procurement and Logistics or any other relevant qualification from a recognised institution.
- Membership to Kenya Institute of Supplies Management (KISM) or a relevant professional body and in good standing.
- A valid practicing certificate.
- Leadership Course Certificate lasting not less than four (4) weeks from a recognised institution.
- Proficiency in computer applications.
- Shown merit and ability as reflected in work performance and results.
