Job Description
Reporting to the Deputy Director, Supply Chain Management, the Assistant Director will be responsible for overseeing the procurement and supply chain functions within KASNEB. This senior role involves developing, implementing, and reviewing policies, strategies, and guidelines to ensure efficient procurement in compliance with regulatory standards.
Key Responsibilities
Policy Development: Develop, implement, and review procurement policies, strategies, manuals, standards, and guidelines.
Demand Management: Coordinate the identification of demand, planning, and procurement of items required by user directorates and divisions.
Contract Advice: Provide technical advice during negotiations on strategically significant contracts.
Operational Oversight: Facilitate the implementation of procurement plans and process purchase requisitions.
Sourcing and Selection: Coordinate sourcing, supplier evaluation/rating, inviting offers, negotiations, and contracting.
Planning and Budgeting: Develop comprehensive procurement and disposal plans and budgets.
Compliance and Verification: Conduct inspection and verification of items received; oversee board of survey exercises.
Financial Administration: Verify payment documents for goods, works, and services delivered by suppliers.
Reporting and Governance: Coordinate the preparation of Board papers; participate in finance and development committee meetings; respond to Board-level queries regarding procurement.
Regulatory Compliance: Initiate the update of contract details in government portals and KASNEB websites.
Team Development: Coordinate training of procurement staff through regulatory bodies like KISM, PPRA, and Kenya School of Government (KSG).
Person Specifications and Qualifications
Cumulative service period of twelve (12) years relevant work experience, with at least three (3) years in the grade of Principal Supply Chain Management Officer or a comparable position.
Bachelor’s degree in Supply Chain Management, Commerce (Supplies Management option), Procurement and Logistics, or a related field from a recognized institution.
Master’s degree in Supply Chain Management, Commerce (Supplies Management option), Procurement and Logistics, or a related field.
Active Membership in the Kenya Institute of Supplies Management (KISM) or a relevant professional body in good standing.
Possession of a valid practicing certificate.
Leadership Course Certificate (lasting not less than four weeks) from a recognized institution.
Proficiency in computer applications.
Demonstrated merit and ability as reflected in work performance and results.
