Job Description
The Kenya National Qualifications Authority (KNQA) was established in 2015 to coordinate and harmonize education levels and create a database of all qualifications in Kenya. The Deputy Director, Human Resource Management and Development role is vital in providing strategic leadership and managing the Authority’s human capital to ensure organizational efficiency and compliance with statutory requirements.
Responsibilities
Coordinating the formulation and implementation of Human Resource strategies, policies, rules, regulations, and systems for the Authority.
Complying with the provisions of the Human Resource policies, procedures, government circulars, regulations, and labor laws in the management of Human Resource.
Creating awareness on developed and reviewed human resource management policies, laws, regulations, procedures, and government circulars.
Preparing and implementing annual Human Resource budgets and plans.
Reviewing and placement of job advertisements in the press.
Coordinating the preparation of long lists and assessments of job applications for shortlisting.
Coordinating induction and orientation programs for new employees.
Coordinating new employees and updating biodata in the Human Resource system.
Coordinating staff separation and clearance processes.
Coordinating processing of the payroll and ensuring that statutory deductions are effected.
Ensuring maintenance and update of employee leave records and bio-data.
Coordinating employee performance appraisals, analysis, and presentation for moderation.
Coordinating employee disciplinary and grievance handling processes.
Coordinating preparation of files and meetings for the human resource advisory committee and performance management committee.
Preparing annual employee training and development programs.
Maintaining records for mortgage, car loan, and pension schemes.
Maintaining and updating the employee medical scheme and organizing quarterly health and financial talks.
Coordinating and preparing quarterly and annual reports on employee training, performance, performance contracting, medical, and leave administration.
Job and Person Specifications
Bachelor’s Degree in Human Resource Management, Sociology, Business Administration, Business Management, Public Administration, or Commerce from a recognized institution.
Master’s Degree in Human Resource Management, Sociology, Business Administration, Business Management, Public Administration, or Commerce from a recognized institution.
A minimum period of ten (10) years in relevant work experience and at least four (4) years in middle-level management.
Management course lasting not less than four (4) weeks from a recognized institution.
Membership of the Institute of Human Resource Management (IHRM).
Computer literacy.
Fulfillment of the requirements of Chapter Six of the Constitution of Kenya.
