Role Overview
The United Nations Office on Drugs and Crime (UNODC) is seeking a Criminal Justice Expert (International Consultant) to work under the overall supervision of the Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes and the direct supervision of the Crime Prevention and Criminal Justice Officer (Regional Coordinator, BMM). The consultant will work in close consultation with country programme officers and staff to deliver specialized training in Djibouti.
Responsibilities and Specific Tasks
Facilitate a simulation scenario-based training session on the detection and investigation of Trafficking in Persons (TiP) and Smuggling of Migrants (SoM) cases in Djibouti.
Develop the concept note and agenda for the training program.
Deliver the simulation scenario-based training to relevant criminal justice and law enforcement officials.
Produce and make available a comprehensive training report documenting the session's results.
Measurable Expected Results / Deliverables
Development of a concept note and training agenda.
Delivery of simulation scenario-based training on detection and investigations of TiP and SoM cases in Djibouti.
Submission of a final training report.
Qualifications and Experience
Education: An advanced university degree (Master's or equivalent) in criminology, law, political sciences, sociology, or a related discipline is required. A first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Work Experience: A minimum of five (5) years of relevant work experience in the field of trafficking in persons and smuggling of migrants is required.
Specialized Experience: Demonstrated experience in training or mentoring law enforcement officers and/or other criminal justice officials in matters relating to the investigation and prosecution of human trafficking, migrant smuggling, and other related transnational organized crimes is required.
