Role Overview
This position is for a County Chief Officer responsible for the department of Lands, Housing, Physical Planning, and Urban Development within Trans Nzoia County Government. The Chief Officer will serve as the authorized officer and accounting officer for the specific department, reporting directly to the respective County Executive Committee Member.
Duties and Responsibilities
The specific duties include:
- Administration and general management of the county department.
- Formulation and implementation of programs designed to achieve Kenya's Vision 2030 and relevant sector goals.
- Development and implementation of departmental strategic plans and sector development plans.
- Implementation of relevant policies and regulations.
- Providing strategic policy direction for effective service delivery across the department.
- Ensuring continuous compliance with the National Values and Principles of Good Governance, as well as the Values and Principles of Public Service, as outlined in Articles 10 and 232 of the Constitution of Kenya, 2010.
- Performing any other duties as may be assigned by the County Executive Committee Member from time to time.
Requirements for Appointment
Candidates must meet the following mandatory requirements:
- Be a Kenyan citizen.
- Possess a Bachelor’s degree from a University recognized in Kenya. Possession of a Master’s degree in a relevant field will be considered an added advantage.
- Have vast knowledge and experience of not less than 10 years in the relevant field, 5 of which must have been served in a senior/managerial position within a large organization.
- Must be registered with a relevant professional body (where applicable).
- Demonstrate a thorough understanding of county development objectives and Kenya's Vision 2030.
- Be a strategic thinker and results-oriented.
- Have excellent communication, organizational, and interpersonal skills.
- Have the capacity to work under pressure to meet strict timelines.
- Have the ability to work effectively in a multi-ethnic environment with sensitivity and respect for diversity.
- Demonstrate understanding and commitment to the National Values and Principles of Governance and Values and Principles of Public Service (Articles 10 and 232 of the Constitution of Kenya).
- Be computer literate.
