The County Chief Officer for Agriculture and Irrigation serves as the authorized officer and accounting officer in the specific department, reporting directly to the respective County Executive Committee Member. This high-level administrative role is crucial for implementing county programs and ensuring effective service delivery in line with national and county goals.
Duties and Responsibilities
As the Chief Officer, specific duties include:
- Administration of the County Department of Agriculture and Irrigation.
- Formulation and implementation of programs designed to achieve Vision 2030 and sector goals.
- Development and implementation of strategic plans and sector development plans relevant to Agriculture and Irrigation.
- Implementation of county policies and regulations within the department.
- Providing strategic policy direction for effective service delivery.
- Ensuring compliance with the National Values and Principles of Good Governance and Values and Principles of Public Service as outlined in Articles 10 and 232 of the Constitution of Kenya, 2010.
- Performing any other duties as may be assigned from time to time by the County Executive Committee Member.
Requirements for Appointment
Candidates must meet the following criteria:
- Be a Kenyan citizen.
- Hold a Bachelor’s degree from a University recognized in Kenya. Possession of a Master’s degree in a relevant field will be considered an added advantage.
- Possess vast knowledge and experience of not less than 10 years in the relevant field, including 5 years in a senior/managerial position in a large organization.
- Must be registered with the relevant professional body (where applicable).
- Demonstrate a thorough understanding of county development objectives and Vision 2030.
- Be a strategic thinker and results-oriented.
- Have excellent communication, organizational, and interpersonal skills.
- Have the capacity to work under pressure to meet strict timelines.
- Have the ability to work effectively in a multi-ethnic environment with sensitivity and respect for diversity.
- Demonstrate understanding and commitment to the National Values and Principles of Governance and Values and Principles of Public Service as outlined in Articles 10 and 232 of the Constitution of Kenya.
- Be computer literate.
