Overview\nInternational Organization for Migration (IOM) is seeking a qualified Consultant to conduct a comprehensive Labour Market Assessment focused on the Kenya-Ethiopia labour mobility corridor. The role involves identifying key economic sectors and value chains driving employment, analyzing labour demand and supply, and providing practical recommendations for policy and programming.\n\n### Responsibilities\n- Identify and analyze key economic sectors and value chains driving employment along the Kenya-Ethiopia labour mobility corridor.\n- Analyze current and anticipated labour demands across key sectors, occupations, and skill levels.\n- Analyze labour supply characteristics along the corridor, including demographics, education, skills, and labour mobility.\n- Identify skills gaps, skills mismatches, and training needs relevant to Kenya-Ethiopia corridor economies.\n- Analyze cross-border labour mobility patterns, regulations, and constraints.\n- Analyze gender, youth, and vulnerable group participation in the labour market.\n- Identify barriers to job creation and decent work, including policy, institutional, and market constraints.\n- Provide practical recommendations for BLMA establishment, policy engagement, stakeholder engagement, and labour mobility programming.\n\n### Performance Indicators\n- Inception Report within 2 weeks of contract start.\n- Draft Labour Market Assessment Report.\n- Validation Workshop / Presentation.\n- Final Labour Market Assessment Report.\n\n### Qualifications and Experience\n- Advanced degree (Master's or PhD) in economics, labour studies, development studies, or a related field.\n- At least 10 years of demonstrated experience in conducting labour market or employment-related assessments at the national level.\n- Strong understanding of East Africa labour markets, preferably Kenya and Ethiopia.\n- Experience in private sector, value chain, or skills development analysis.\n- Experience working in cross-border or fragile contexts is an asset.\n\n### Skills and Competencies\n- Proven qualitative and quantitative research skills.\n- Excellent analytical and report-writing skills.\n- Inclusion and respect for diversity, integrity, and transparency.\n- Professionalism, courage, empathy, and teamwork.\n- Delivering results, managing knowledge, accountability, and clear communication.\n\n### How to Apply\nInterested and qualified candidates should apply online via the IOM recruitment portal.
