Role Overview\n\nPalladium is seeking a highly qualified consultant to support the Ministry of Health (MOH) in conducting a rapid update of annual national and county health budget analyses. This assignment is critical for integrating evidence into the ongoing health sector financing reforms in Kenya, specifically focusing on aligning budget tracking with Universal Health Coverage (UHC) goals. The consultant will lead technical data analysis and high-level stakeholder engagement to ensure findings are adopted into policy.\n\n### Key Responsibilities\n\n* Organize and facilitate conceptualization and planning meetings with MOH task force members.\n* Develop draft proposals for the revision of National and County Health Budget Analysis (NCBA) contents to align with financing reforms.\n* Conduct national and county consultative meetings in four selected counties to identify additional information needs.\n* Lead data collection, collation, and analysis to produce essential data tables and reporting formats.\n* Facilitate report-writing workshops for task team members to prepare drafts with preliminary findings and recommendations.\n* Lead the presentation of draft findings to key stakeholders and counties for validation.\n* Finalize reports for MOH adoption and publishing, including summary slides for high-level presentations.\n* Prepare policy briefs to be approved internally and shared with health sector stakeholders.\n* Facilitate workshops to plan for the institutionalization of the budget analysis process into mainstream MOH activities leveraging Health Information Systems (HIS).\n\n### Required Qualifications and Experience\n\n* Master’s degree in Public Health, Health Economics and Policy, or a closely related field is required. A combination of post-graduate public health and health economics is highly desirable.\n* At least 10 years of experience in the national arena of health and UHC policy, financing, and governance.\n* Proven hands-on experience in health financing strategies and a deep understanding of Kenyan health financing reforms.\n* At least 8 years’ experience analyzing national and county budgets and tracking public financial resources.\n* Proven experience in leading successful engagements with the Ministry of Health and other senior stakeholders to achieve financing milestones.\n\n### How to Apply\n\nInterested and qualified candidates should submit their application through the official portal.
