Reporting to the respective County Executive Committee Member, the Chief Officer will be the Accounting and Authorized Officer for the Department. They will be responsible for the day-to-day administration, coordination, and development of the Department of Water, Irrigation, Environment, Natural Resources, and Climate Change.
Duties and Responsibilities
Day-to-day administration and coordination of the respective county department as provided under section 46.
Providing strategic policy direction for effective service delivery within the department.
Implementing policies and programs within the department.
Developing and implementing strategic plans and sector development goals including performance management.
Formulating and implementing effective programs to attain Vision 2030.
Promoting and ensuring compliance with National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
Overseeing the management of finances, preparation of budget estimates, annual work plans, and programs.
Maintaining effective collaboration and partnerships with other organs of the County, other Counties, and the Private Sector.
Requirements for Appointment
Be a Kenyan citizen.
Must be a holder of at least a degree in Water engineering, Irrigation, Environmental sciences, Geology, Geographical Information Systems, Wildlife and Natural Resources or any other relevant recognized qualification from a University recognized in Kenya.
Master’s degree in a recognized relevant field will be an added advantage.
Must have knowledge, experience and distinguished career of not less than ten (10) years, five (5) of which must be at senior level either at government or private sector.
Demonstrate a thorough understanding of devolution, county development objectives and vision 2030.
Be conversant with policy formulation and implementation.
Satisfy all requirements of Chapter Six of the Constitution of Kenya, 2010.
