The Chief Officer Lands, Physical Planning, Urban Development, Housing & Public Works serves as the Accounting and Authorized Officer for the Department. Reporting to the respective County Executive Committee Member, the successful candidate will be responsible for the day-to-day administration, strategic policy direction, and overall coordination of the department to ensure effective service delivery.
Key Responsibilities
- Formulate and implement effective programs to attain Vision 2030.
- Provide strategic policy direction for effective service delivery within the department.
- Implement policies and programs within the department.
- Oversee day-to-day administration and coordination of the respective county department as provided under section 46.
- Develop and implement strategic plans and sector development goals, including performance management.
- Promote and ensure compliance with National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
- Oversee the management of finances, preparation of budget estimates, annual work plans, and programs.
- Maintain effective collaboration and partnerships with other organs of the County, other Counties, and the Private Sector.
Requirements for Appointment
- Be a Kenyan citizen.
- Must be a holder of at least a bachelor's degree from a university recognized in Kenya in Land Economics, Survey, Quantity Survey, Architecture, Physical Planning and Urban Development, or any other relevant recognized qualification.
- A Master’s degree in a recognized relevant field will be an added advantage.
- Must have knowledge, experience, and a distinguished career of not less than ten (10) years in the specific field, five (5) of which must be at a senior level in either the public or private sector.
- Must be registered with the relevant registration body and in good standing.
- Demonstrate a thorough understanding of devolution, county development objectives, and Vision 2030.
- Be conversant with policy formulation and implementation.
- Satisfy all requirements of Chapter Six of the Constitution of Kenya, 2010.
