Job Description
Role Overview
The Chief Manager for the Regional Audit Centre (Micro & Small Taxpayers) at the Kenya Revenue Authority (KRA) is responsible for the supervision of taxpayer audits in line with relevant tax laws, policies, and procedures. This role aims to enhance revenue mobilization, ensure tax compliance, and enforce accurate reporting through effective oversight of audit processes.
Duties and Responsibilities
Ensure regional taxpayer audits are conducted in accordance with the provisions of relevant Acts, regulations, departmental interpretations, instructions, policies, and standards.
Provide support to Legal and Board Coordination Services in resolving disputes at IRO, ADR, TAT, and courts by preparing technical submissions for independent review of objections.
Oversee implementation of Corporate Governance principles, relevant national policies, guidelines, and directives within the section.
Identify, assign, and allocate cases, and maintain an audit register for both manual and system audits.
Provide technical advice for the continuous improvement of business processes and review technical submissions at the Technical Forum to propose legislative improvements.
Facilitate initiatives to improve ethics and culture and lead change management within the team.
Develop and review audit annual work plans, working papers, taxpayer audit files, and settlement reports.
Supervise regional taxpayer audits and submit settlement reports for approval by the DC-Audit & Risk.
Supervise the servicing of demand letters and other correspondences to taxpayers and support the tax dispute resolution process.
Supervise implementation and monitoring of budgets for regional audit programmes.
Promote staff career development and performance enhancement within the section.
Requirements and Qualifications
Bachelor’s degree in relevant Social Sciences, Business, or Pure and Applied Sciences from a recognized and accredited university.
Master’s Degree in relevant Social Sciences, Business, or Pure and Applied Sciences is an added advantage.
Certificate in Tax Administration from a recognized institution.
Membership of a relevant professional body.
A practicing license is an added advantage.
Completion of a leadership course (minimum 4 weeks) from a recognized institution is preferred.
Cumulative service period of at least seven (7) years of relevant work experience, with three (3) years in middle-level management or a comparable position.
