Assistant Manager Investment and Resource Mobilization

The Affordable Housing Board (AHB) is established under the Affordable Housing Act to facilitate the delivery of accessible and adequate housing in Kenya. The Assistant Manager, Investment and Resource Mobilization, is responsible for overseeing the implementation of resource mobilization strategies and investment plans. This role involves securing funding from various sources including government, donors, and private capital, as well as structuring innovative financing models like Public-Private Partnerships (PPPs) and bonds.

Key Responsibilities

• Develop and oversee the implementation of resource mobilization strategies through government, donor, and private capital sources.
• Lead the formulation and review of annual and five-year investment plans.
• Coordinate the structuring of innovative financing models, including PPPs, bonds, and risk-sharing frameworks.
• Oversee the appraisal and structuring of project financing for developers, counties, and implementing agencies.
• Supervise principal, senior, and junior officers to ensure the delivery of the division’s mandate.
• Advise management on financing options, investor relations, and emerging market trends.
• Build partnerships with domestic and international financiers, development partners, and institutions.
• Ensure compliance with the Affordable Housing Act, 2024, and the PFM Act in all financing activities.
• Prepare policy briefs, reports, and submissions to management and the Board.
• Support the continuous improvement of policies, frameworks, and governance in investment operations.

Requirements and Qualifications

• A cumulative service period of twelve (12) years of relevant work experience, with at least three (3) years at the grade of Principal Investment & Resource Mobilization Officer or in a comparable position.
• Bachelor’s degree in Banking & Investment, Business Administration (Finance or Investment), Finance, Economics, Commerce, Accounting, Statistics / Actuarial Science, Project Planning & Management, or its equivalent.
• Master’s degree in any of the aforementioned disciplines or its equivalent from a recognized institution.
• Professional qualification and membership to a professional body in good standing.
• Valid practicing certificate, where applicable.
• Completion of a Leadership Course lasting not less than four (4) weeks from a recognized institution.
• Proficiency in computer applications.
• Fulfillment of the provisions of Chapter Six of the Constitution of Kenya.
