Job Description
The Advocacy, Policy and Communication Specialist is a senior role within the International Rescue Committee (IRC) responsible for leading the development and implementation of advocacy strategies and messaging at regional and country levels. This position focuses on achieving policy goals, identifying and monitoring influential regional stakeholders, and supporting the influence efforts of Country Programs. The specialist will work to create an enabling environment for priority programme interventions by overcoming political and policy barriers, oversee regional communications, and act as a primary spokesperson for the IRC in the region.
Major Responsibilities
Advocacy Strategy: Lead the development and implementation of advocacy strategies and messaging for regional and country-level policy goals in alignment with the global Advocacy and Influence team. This includes power mapping, tactical planning, and monitoring influential stakeholders and relationships.
Policy Engagement and Agenda-Setting: Collaborate with internal and external experts to develop regional and country-specific policy agendas that advance IRC global priorities. Create analysis and position papers to inform advocacy work.
Enabling Environment: Support the scaling of impactful programmatic interventions by crafting strategies to overcome political and policy barriers to their deployment nationally, regionally, and globally.
Communications Strategy: Oversee the development and maintenance of the IRC regional communications strategy, ensuring alignment with IRC's brand and humanitarian principles.
Publications and Media: Oversee the production of polished external reports and contribute to press releases. Lead the sign-off for regional products, ensuring accuracy and quality. Act as a primary spokesperson, engaging with international and regional media to pitch stories about IRC's response and priorities.
Internal Collaboration: Facilitate information sharing and alignment of policy/advocacy messaging across country programs, regional offices, and global headquarters. Serve as the primary point of contact for influence in the region.
External Engagement: Maintain active working relationships with national, regional, and global stakeholders, including INGOs, UN Agencies, think tanks, and community-based organizations.
Key Working Relationships
Reports to: Deputy Regional Director; Indirectly reports to the Policy and Advocacy team.
Supervises: Regional Communications Coordinator and technically supports country-based advocacy colleagues.
Internal Relationships: Regional Vice President (RVP), Country Directors, Deputy Director Programs, Global Advocacy colleagues, and Technical Leads.
External Relationships: Regional and national advocacy fora, UN agencies, and FONGA.
Requirements
Education: A university degree in Law, Government, Political Science, International Relations, Strategic Studies, or a related discipline.
Experience: 6–8 years of professional experience working on humanitarian, development, and/or foreign policy issues.
International Context: At least two years of experience living and working overseas, preferably in West Africa.
Language: Essential fluency in both oral and written French and English.
Skills: Demonstrated experience in advocacy and communications with a focus on creativity and strategic thinking.
