The Senior Advisor, Resource Mobilization, is a key member of the Global Resource Mobilization Team. In this role, you will lead diverse, matrixed proposal teams through effective and efficient proposal development processes for high-value and highly strategic opportunities. These opportunities are funded by foundations, corporations, bilaterals, multilaterals, institutions, and innovative financing mechanisms. Projects may span single countries, multiple countries, regions, or have a global scope.
You will lead and support in-country and remote capture activities and execute multi-pronged prepositioning plans to proactively establish relationships and position ChildFund with new funders—particularly those in innovative financing—and partners, while deepening funding potential with existing donors. Additionally, the Senior Advisor supports the strengthening of resource mobilization skills and drives the development and adoption of improved systems and processes.
Key Responsibilities
- Strategic Prepositioning: Lead the development and execution of multi-pronged prepositioning plans for target donors, collaborating across teams to secure funding from new donors and increase it from existing ones.
- Innovative Financing: Identify innovative financing mechanisms aligned with ChildFund’s strengths, including pooled funds, performance-linked models, blended finance, and mission-aligned enterprises. Position ChildFund to engage these mechanisms competitively.
- Proposal Management: Serve as Proposal Manager for high-value opportunities, developing winning technical, cost, and co-investment strategies.
- Consortium Leadership: Identify, negotiate, and engage consortium partners for large-scale bids.
- Writing and Editing: Lead the writing and editing of proposals and facilitate swift draft reviews with internal and external experts.
- Capacity Building: Coach, mentor, and train country office staff across regions on resource mobilization processes, systems, and best practices.
- Business Intelligence: Lead research on funding trends, competitor analysis, and create opportunity-specific capability statements.
- Systems Improvement: Support the adoption of IT-enabled resource mobilization systems and processes, identifying necessary enhancements with minimal direction.
- Representation: Effectively represent ChildFund externally with a wide range of audiences and identify opportunities for expanded partnerships.
- Safeguarding: Remain alert and responsive to safeguarding risks, promoting strong practices consistent with the Safeguarding Policy.
Qualifications and Requirements
- Education: Bachelor’s degree required; Master’s degree in international relations, business administration, or a related field (or equivalent combination of experience) preferred.
- Experience: 8-10 years of experience winning multi-million US dollar grants (over $10M highly preferred) from bilaterals (e.g., US DOS, MCC, DFC), foundations, and corporations.
- Prepositioning: At least 5 years of experience leading advanced prepositioning and capture activities, especially regarding innovative financing.
- Technical Skills: Demonstrated experience in competitor analysis, win theme development, and proposal strategy.
- Sector Knowledge: Experience mobilizing resources for child-centered sectors such as education, livelihoods, sustainability, and protection is strongly preferred.
- Travel: Ability to travel internationally on a regular basis.
