The individual consultant in Adaptation Monitoring and Review, Knowledge Management, and Technical Advice will provide critical technical support to the United Nations Environment Programme (UNEP) Climate Change Adaptation Unit. The role focuses on improving monitoring and evaluation (M&E) systems, developing comprehensive indicator frameworks, and providing high-level technical backstopping for projects, with a specific focus on alignment with Rwanda's national frameworks.
Responsibilities
Adaptation Monitoring and Review
- System Review: Liaise with research partners to review and identify gaps in existing monitoring and evaluation systems, such as the Environment and Natural Resources sector Management Information System (ENR-MIS / RBM system) of the Ministry of Environment (MoE).
- Indicator Development: Identify additional relevant indicators for monitoring adaptation outcomes and develop a framework on adaptation indicators, targets, and means of verification aligned to the Global Goal on Adaptation (GGA) framework.
- Capacity Building: Develop guidelines and training materials for technical staff in sector ministries, planning and finance, and national statistics bureaus for the application of the national adaptation monitoring and reporting framework.
- NDC Alignment: Align all adaptation indicators in the updated Nationally Determined Contribution (NDC) for Rwanda with the ENR-MIS / RBM system.
- Mainstreaming: Work with productive and development sectors to effectively mainstream climate adaptation metrics and performance frameworks into sectoral monitoring systems.
- Performance Metrics: Facilitate the integration of outcome-level indicators into sectoral monitoring frameworks and the performance framework used by MINECOFIN to assessment the efficiency of climate expenditures.
Project Technical Advice
- Quality Assurance: Undertake technical reviews and provide quality assurance for project outputs, including technical reports, studies, and assessments.
- Reporting: Support the preparation of annual Project Implementation Reports (PIRs) and Half-Yearly Progress Reports (HYPRs).
- Field Support: Conduct regular field visits to support implementation of M&E and identify where adaptations might be needed.
- Technical Backstopping: Provide overall technical backstopping support for the project and advice on suitable approaches for achieving project targets.
- Knowledge Management: Support knowledge management, communications, and documentation of lessons learned from project implementation.
- Strategic Planning: Assist the Project Manager in planning activities and adjusting the project Results Framework, Work Plan, and Budget in line with corporate requirements.
- Stakeholder Liaison: Advise the Project Manager in liaison work with partners, donor organizations, and NGOs to ensure effective coordination.
Qualifications and Experience
- Education: A Master's degree in climate change, environmental science, planning/management, disaster risk management, natural resources management, knowledge management, or project management is required.
- Alternative Education: A first-level university degree (Bachelor's) with two (2) additional years of professional experience will be accepted in lieu of a Master's degree.
- Professional Experience: A minimum of two (2) years' experience in a senior technical position for planning and management of climate change or environmental programs in developing countries is required.
- Technical Knowledge: Solid knowledge of climate change adaptation planning, M&E, ecosystem-based adaptation (EbA) approaches, and climate risk management is required.
- Multilateral Project Experience: Previous experience providing technical support to complex internationally funded multilateral projects (e.g., GEF or GCF) is required.
- Regional Experience: Previous work experience providing technical support to governments in Rwanda or East Africa is highly desirable.
