The Supply Chain Officer reports to the Principal and is responsible for providing leadership in procurement matters within the institution. This role involves the coordination of procurement and disposal processes in strict accordance with the Public Procurement and Asset Disposal Act 2015 and Regulation 2020. The officer ensures efficiency, transparency, and compliance in all supply chain activities.
Key Duties and Responsibilities
Consolidate annual procurement and disposal plans for the institution.
Maintain and continuously update lists of registered suppliers, contractors, and consultants across various categories.
Provide signed professional opinions to the accounting officer regarding procurement or asset disposal proceedings.
Conduct quarterly inspection visits to the stores to ensure proper management.
Prepare draft contracts and monitor their implementation to ensure adherence to terms and conditions.
Manage the custody and monitoring of tender security, performance security, and professional indemnity certificates.
Prepare monthly progress reports for all procurement contracts and submit them to the accounting officer.
Ensure all purchased stores are received, verified, and officially taken on charge.
Prevent the deterioration of stores by implementing proper storage and maintenance measures.
Conduct quarterly and annual stock-taking exercises.
Certify invoices and payment vouchers for suppliers.
Verify stock levels to determine the necessity of initiating new procurement processes.
Develop and implement comprehensive procurement, inventory, and distribution strategies.
Ensure full compliance with all relevant procurement regulations and industry best practices.
Requirements for Appointment
Bachelor's Degree in Commerce, Business Administration (Supplies Management), Economics, Procurement and Supplies Management, or an equivalent qualification.
Diploma in Supply Chain Management or its equivalent from a recognized institution.
CIPS/CPSP certification level 2.
A valid practicing license from a recognized professional body.
Must be in good standing with the professional body.
Registration with a relevant professional body such as KISM or CIPS.
A minimum of three (3) years of experience in storekeeping and/or inventory management.
Proficiency in computer skills.
Must fulfill the requirements of Chapter Six (6) of the Kenyan Constitution.
