Social Safeguards Officer (4 Posts)

The Social Safeguards Officer role is vital for ensuring that development projects implemented by the Lake Victoria North Water Services Board (LVNWSB)—one of the eight Water Services Boards established under the Water Act 2002—minimize adverse social impacts on local communities. LVNWSB is mandated to ensure efficient and economical provision of water and sewerage services within its respective areas of jurisdiction.

Roles and Responsibilities

The successful candidates will be responsible for:

• Conducting social screening and risk assessments to identify potential social impacts on communities.
• Developing and overseeing the implementation of Social Management Plans (SMPs) and Resettlement Action Plans (RAPs).
• Ensuring Free, Prior, and Informed Consent (FPIC) processes are followed where applicable.
• Engaging with local communities, Community Based Organizations (CBOs), and other stakeholders to gather input and ensure their involvement in project activities.
• Facilitating community meetings and raising awareness about project-related works.
• Providing training to project staff, contractors, and local government officials on social safeguards, gender issues, and the handling of grievances.
• Building the capacity of local implementing partners to manage social risks effectively.
• Monitoring project activities and contractor compliance with social safeguard policies.
• Conducting field visits to assess project impacts and compliance with mitigation measures.
• Preparing and submitting regular reports on social safeguard compliance and performance to relevant authorities and donors.
• Establishing and implementing effective grievance redress mechanisms to address community concerns and complaints.
• Monitoring and ensuring the proper handling of grievances and compensation claims.
• Integrating gender considerations into project design and implementation.
• Ensuring the inclusion and protection of Vulnerable and Marginalized Groups (VMGs) in project activities.
• Liaising with relevant government counterparts and other stakeholders to ensure coordination on social safeguard issues.
• Providing technical support to municipalities and project teams on social safeguards.
• Performing any other duty as may be assigned from time to time.

Minimum Qualifications

Candidates must meet one of the following criteria:

1. Degree Holder: A Degree in Sociology, Anthropology, Community Development, Social Work, Development Studies, Public Administration or its equivalent with at least two (2) years’ work experience.
2. Diploma Holder: A Diploma in Sociology, Anthropology, Community Development, Social Work, Development Studies, Public Administration or its equivalent with at least four (4) years’ work experience.

Successful candidates will also be required to obtain and present the following documents upon selection:

• Tax compliance certificate
• HELB clearance certificate
• CRB clearance
• Certificate of Good Conduct
• EACC clearance
