Role Overview
The Senior Digital Health Officer will lead various initiatives across the digital health spectrum, including policy development, system implementation, and health informatics. This role is crucial for ensuring the integrity, security, and efficiency of the national digital health infrastructure.
Key Responsibilities
Point of Care Services
- Develop initial drafts of policies, strategies, standards, guidelines, legislation, and regulations on point of care solutions.
- Implement concept notes, gap analysis guidelines, and deployment plans for point of care solutions.
- Engage stakeholders to align with clinical and system goals and implement mitigation strategies for identified risks.
- Define user roles and permissions, conduct training, and provide user support.
- Manage user authentication on patient portals, develop SOPs for data collection, and implement data quality protocols.
- Oversee the upgrade and decommissioning plans for point of care solutions and implement competency frameworks for user training.
Health Informatics
- Develop comprehensive policies, strategies, standards, and guidelines for aggregate health information systems.
- Create regulatory frameworks and data security/privacy regulations for health information systems.
- Conduct data protection impact assessments and manage system requirement specifications.
- Coordinate the decommissioning of outdated systems and the integration of new data sources into reporting platforms.
- Standardize health data metrics and establish workflows for data cleaning, validation, and aggregation.
- Perform trend analysis, predictive modeling, disparity analysis, and forecasting of health data metrics.
- Monitor system performance, define dashboard metrics, and manage visualization tools.
Health Information Management
- Develop drafts for policies and guidelines on digital health research and informatics.
- Implement concept notes, gap analysis, and deployment plans for health information exchange (HIE).
- Monitor and evaluate HIE registries and conduct data protection impact assessments.
- Review system requirements and implement competency frameworks for HIE training.
Systems Support and Maintenance
- Train staff on health systems queries and troubleshooting workflows.
- Gather insights from end-users to identify common challenges and integrate feedback into new solutions.
- Implement support desk policies, incidence management protocols, and reporting metrics.
- Communicate breach information for affected users and review post-escalation performance.
Standards & Compliance
- Identify standards/frameworks and map out gaps relative to international standards.
- Strengthen data policies, security measures, and implement compliance plans for digital health systems.
- Educate stakeholders on the importance of standards and advise on incorporating audit feedback into system updates.
- Conduct periodic reviews to ensure the relevance and effectiveness of security evaluations.
Certification
- Review and verify documentation submitted by healthcare providers for certification.
- Organize regular audits and follow-up inspections to maintain compliance.
- Assess digital health technologies (e.g., telemedicine, EHR) for compliance with Kenyan regulations.
- Investigate and respond to breaches of digital health compliance.
Capacity Building
- Assess digital literacy levels of healthcare professionals and identify training gaps.
- Promote digital health tools to improve care quality and efficiency.
- Update providers on emerging technologies through refresher courses and promote awareness in counties.
- Implement strong cybersecurity measures to safeguard user information.
