The Role
The Director of Digital Infrastructure & Development is a strategic leadership position responsible for the technical and strategic oversight of the agency's technology services. This includes policy development, secure infrastructure management, and the oversight of critical operations such as the Security Operations Center (SOC) and Network Operation Center (NOC). The role emphasizes the entire lifecycle management of digital health applications, from initial design and stakeholder collaboration to maintenance and performance optimization, ensuring enterprise interoperability and the professional growth of technical personnel.
Key Responsibilities
- Policy & Strategy: Oversee the development, implementation, and review of policies, strategies, guidelines, and regulations on digital health information technologies.
- Infrastructure Design: Facilitate the planning, design, implementation, and regulation of secure digital health infrastructure, networks, applications, and storage.
- Operational Management: Oversee the administration and monitoring of infrastructure and applications to ensure 24/7 service availability; establish and maintain the Digital Health SOC and NOC.
- Disaster Recovery: Spearhead the development and implementation of disaster recovery policies and procedures for digital health infrastructure and applications.
- Identity & Access: Oversee user management standards and procedures for all digital health systems.
- Software Development: Oversee the design, development, and review of applications using various programming languages; collaborate with stakeholders to define functional specifications based on user needs.
- System Optimization: Coordinate the analysis, testing, and debugging of existing systems; manage upgrading and patching cycles to ensure accessibility.
- Interoperability: Provide guidance on enterprise interoperability application architecture and information management standards.
- Technical Documentation: Oversee the development of technical documentation for configurations and procedures.
- Leadership: Ensure capacity building, professional development, and performance management of staff within the directorate.
Qualifications and Requirements
- Education: A Bachelor's degree (BA/BSc) or Higher National Diploma (HND) in a relevant field.
- Certification: Possession of relevant Professional Certificates.
- Experience: Significant experience in policy development, secure infrastructure management, and application lifecycle management (Senior level).
- Compliance: Must provide valid certificates from DCI (Good Conduct), HELB, KRA (Tax Compliance), EACC (Self-declaration), and CRB.
