As a Quantity Surveyor at Java House, you will be responsible for cost management and financial control across various construction, renovation, and infrastructure projects as the company expands its branch network across East Africa. This role involves everything from initial feasibility budgeting to final account negotiations, ensuring all projects align with Capital Expenditure (CAPEX) budgets while maintaining high quality and safety standards.
Key Responsibilities
Cost Planning & Budget Management
Prepare detailed cost estimates, Bills of Quantities (BoQs), and feasibility budgets for new branches and renovations.
Develop and implement cost plans aligned with the organization’s CAPEX budgets.
Conduct cost-benefit analysis and value engineering to optimize costs without compromising quality.
Monitor and control project expenditure to ensure delivery within approved financial limits.
Procurement & Contract Administration
Prepare tender documentation, including technical specifications and pricing schedules.
Coordinate tender evaluations and provide commercial recommendations for contractor selection.
Draft, review, and administer construction contracts (JBC or other applicable forms).
Evaluate contractor interim payment applications and manage project cash flows.
Assess and manage variations, contractor claims, and contractual disputes.
Compliance, Safety & Sustainability
Ensure projects comply with statutory requirements including OSHA, NEMA, and Public Health regulations.
Monitor workplace safety standards and risk mitigation measures at project sites.
Integrate sustainable practices such as energy efficiency and waste management into projects.
Budgeting & Cost Control
Track expenditures and prepare periodic financial progress reports.
Maintain accurate cost records and cash flow forecasts.
Manage final account negotiations with contractors.
Reporting & Documentation
Present periodic reports on project performance and compliance to senior management.
Maintain organized documentation of the project lifecycle for audit and reference purposes.
Job Specifications
Qualifications
Bachelor’s degree in Quantity Surveying, Construction Economics, or a related field.
Membership in IQSK (Institute of Quantity Surveyors of Kenya) and/or AAK (Architectural Association of Kenya) – QS chapter.
Experience
Minimum 2+ years of experience in construction cost management.
Experience in banking or financial institution construction projects is preferred.
Experience in Project Management is an added advantage.
Proficiency in developing and interpreting DWG drawings is an added advantage.
