Role Overview
The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, dedicated to implementing projects for the UN System, international financial institutions, governments, and other partners in the aid world. This Advisor role provides high-quality technical assistance and policy advice to ensure the compliant transposition, adoption, and effective implementation of the Renewable Energy Directive and other EU requirements in the area of climate and energy. The Advisor will support national institutions in addressing EU acquis compliance requirements, supporting the legislative process, and advising on implementation challenges.
Key Responsibilities
Advisory support on EU Energy and Climate Acquis Alignment
- Provide high-quality technical assistance and policy advice to ensure compliant transposition and implementation of the Renewable Energy Directive and other EU requirements.
- Support institutions in addressing EU acquis compliance requirements and the legislative process.
- Offer expert guidance on aligning national energy and climate frameworks with evolving EU requirements across policy, legal, and institutional dimensions.
Coordination, Institutional Strengthening, and Policy Advisory
- Support effective coordination among relevant national institutions involved in energy and climate policy implementation.
- Facilitate interinstitutional dialogue on reforms and procedures to align national practices with EU requirements.
- Support the Ministry’s engagement in Energy Community structures by preparing analytical inputs, negotiation positions, and briefing notes.
- Provide policy advice on electricity market integration, covering cooperation mechanisms, market coupling, price regulation, and market liberalisation.
- Deliver research-based policy advice on the EU climate acquis, carbon pricing mechanisms, and the Carbon Border Adjustment Mechanism (CBAM).
- Support alignment with the EU Emissions Trading System and the implementation of Monitoring, Reporting, Verification and Accreditation (MRVA) systems.
Expected Outputs
- Strategic and technical advisory inputs supporting alignment with EU energy and climate acquis.
- Analytical and policy-oriented outputs, such as briefing notes and technical analyses on electricity markets and decarbonisation.
- Institutional coordination support for interinstitutional meetings and working groups.
- EU accession and Energy Community support materials including preparatory and analytical inputs.
Qualifications and Experience
- Education: Advanced university degree (Master's degree or equivalent) in Law, Economics, Environmental Science, Engineering, or a related field is required. A PhD in a relevant field is highly desired.
- Experience: At least 7 years of professional experience in energy and/or climate policy, EU acquis alignment, or Energy Community-related work is required.
