Job Description
The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, dedicated to implementing projects for the United Nations System, international financial institutions, governments and other partners in the aid world. This role focuses on supporting the Country Programme across strategic development, resource mobilization, and comprehensive project management.
Role Purpose
The Programme Management Senior Officer provides essential support in programme development, planning, and coordination. Under the supervision of the Country Manager/Area Programme (CMAP), the officer assists in translating strategies into implementation work plans, ensuring alignment with headquarters and local stakeholders, and facilitating resource mobilization.
Key Responsibilities
Programme Development Planning and Coordination
Provide inputs, background information, and draft materials to support the Programme Strategy (PS).
Support the Head of Project Unit to ensure PS and related work plans are accurately budgeted and resourced.
Assist the management team in translating Strategy into implementation work plans and monitoring mechanisms.
Coordinate with relevant stakeholders in-country and at HQ to ensure aligned planning and implementation processes.
Resource Mobilisation and Opportunity Development
Monitor humanitarian and development trends to identify potential areas of intervention within UN mandates.
Stay abreast of policies on mine action, UN policies, and cross-cutting priorities (gender, diversity, conflict sensitivity, sustainability, and environment).
Assist in the preparation of programme documents, including concept notes, proposals, and associated budgets.
Support the draft and review of funding agreements and other documents required for project initiation.
Programme Management Support
Support analysis of funding agreements and provide input for compliance plans and monitoring frameworks.
Draft monitoring mechanisms to measure delivery against targets outlined in funding agreements.
Review scopes of work for procurement and monitor implementing partner reports for compliance.
Track programme results against targets and alert management of any deviations; coordinate budget and activity revisions.
Draft high-quality reports, including annual reports, situation reports, briefing notes, and code cables.
Coordinate communication between the Country Programme office and headquarters regarding compliance and policy implementation.
Stakeholder Coordination and Representation
Support the CMAP in maintaining coordination with UN entities, international organizations, donors, and governments.
Participate in relevant inter-agency, UN mission, and donor meetings, providing technical inputs and summaries.
Provide administrative support in UN common planning processes (strategic country analysis, UNSDCF, humanitarian response plans).
Support communication strategies and public information products linked to resource mobilization.
Knowledge and Risk Management
Maintain programme files and records of decisions/actions taken.
Implement relevant standards and tools to manage programme development and implementation.
Record and share best practices, lessons identified, and innovative approaches.
Contribute to the upkeep of risk management and issue management logs.
Requirements and Qualifications
Education:
Advanced University Degree (Master's degree or equivalent) with at least two years of relevant experience; OR
University degree (Bachelor’s degree or equivalent) with at least four years of relevant experience.
Experience:
Progressive experience in programme/project development or management support in either public or private sector organizations.
Technical Skills: Proficiency in Program Development and Project Management.
