The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the world's environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the environment.\n\nUNEP is seeking an Individual Contractor to serve as a in Nairobi, Kenya.\n\n### Key Duties and Responsibilities\n- Monitor budgetary commitments, including verification of charges and obligation documents in UMOJA for all financial transactions. Evaluate trends of financial implementation and make necessary recommendations to the Task Manager.\n- Review, appraise, and revise as necessary all submissions for substantive programmes/projects, ensuring compliance with guidelines and project objectives. Identify problems/issues, seek clarification from departments, assess replies, and prepare a summary for the manager with suggestions for further action.\n- Establish proper monitoring systems through scheduled reporting, review meetings, and missions. Independently provide a full range of programme/project management and implementation information covering all phases of the project cycle.\n- Research, compile, analyse, summarize, and present basic information/data on the portfolio of projects, highlighting noteworthy issues/trends for consideration by Management.\n- Track resolutions and other legislative decisions that affect programme/project content and oversee the preparation of the relevant database(s) to ensure the incorporation of programmatic and other changes enacted by legislation.\n- Prepare monitoring checklists, identifying stages of programme/project development, funding sources, inputs by reviewing internal and external bodies, and follow-up actions required.\n- Maintain and establish specific information products for the unit and assist management in providing these products to others.\n- Maintain data governance, accuracy, and data management tools in the unit.\n- Supervise, guide, and train other general service staff in the function.\n- Assist with the collection and analysis of data, as well as the preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning, and decision-making.\n- Assist with visualizations and updating information material such as web pages or brochures.\n- Provide financial information for oversight queries from the Corporate Services Division, UNON, donors, and other oversight authorities.\n- Provide technical advisory inputs on WBSE creation and Umoja-IPMR alignment with financial dashboards and reports.\n- Review GEF Co-management reports and escalate identified variances.\n- Participate in GFMTS data working groups and process improvement working groups.\n- Conduct reviews for the clearance of annual audit reports and annual project inventory reports for GFMTS portfolios.\n- Incorporate GFMTS Annual Projections of Fee Incomes, Section expenditures, and Project expenditures into the Finance Dashboard (from August 2026 to February 2027).\n- Lead on project closures for MSP FSP Portfolios and provide support for the EA portfolio.\n- Support the design, development, and maintenance of the task pooling system.\n- Perform any other duty as may be assigned.\n\n### Qualifications and Requirements\n\n#### Academic & Professional Certifications:\n- An advanced university degree (Master's or equivalent) in Administration, Accounts, Finance, or a related field is required. A first-level degree with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced degree.\n- Professional certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), or equivalent is required.\n- Certification in Microsoft Data Analysis is required.\n- Certification in Advanced Financial Modelling is required.\n\n#### Experience:\n- Minimum of five (5) years of experience in Project Administration, Finance, and Budgeting is required.\n- Experience in information management, database systems, and the use of Power BI is required.\n- Experience working with Enterprise Resource Planning (ERP) platforms such as SAP (specifically Grantor and Fund Management Modules and Business Intelligence (BI) reporting) is required.\n- Experience in budget planning, analysis, and monitoring is required.\n- Experience working with GEF (Global Environment Facility) projects is required.\n- A minimum of one (1) year of experience in data analytics or a related area is desirable.\n\n#### Languages:\n- Fluency in English (both oral and written) is required.
