Trócaire was established in 1973 as a charity to express the concern of the Irish Catholic Church for the suffering of people living in the world’s poorest regions. The Programme Accountant is responsible for ensuring financial accountability and governance within partner organisations, managing donor-funded budgets, and maintaining robust financial control and reporting systems. The role involves working closely with programme teams and partners to ensure compliance with Trócaire and institutional donor requirements.
Key Responsibilities
Finance and Governance in Partner Organisations
Facilitate review of partner financial reports alongside programme team members (including the Finance Officer in Sudan) and ensure that Trócaire and donor requirements are being met.
Review Trócaire records ensuring that partner financial reporting is up to date and properly maintained.
Conduct a continuous process to appraise partner organisations' financial controls and systems in line with the Trócaire partner governance and finance manual via field visits and desk audits.
Provide expenditure reports and support in the design of accounting and reporting systems, spreadsheets, and training for partner finance departments.
Participate in programme team meetings to understand financial implications of work.
Ensure monthly and annual partner capacity building assessment reports are submitted to management.
Deliver training to partners on compliance with donors’ financial requirements.
Deploy to partner organisations if necessary to resolve major financial management issues.
Financial Control and Reporting
Coordinate and develop quarterly donor reports for all partners ensuring they meet financial requirements.
Lead in project audit preparations in collaboration with partners and external auditors, and implement recommendations.
Ensure programme team finance activities meet reporting requirements and deadlines specified by the Finance and Administration Manager.
Standardize the implementation of Trócaire organizational financial policies across country programmes.
Monitor finance programme activities and advise management on risks to internal controls.
Assist with investigations into alleged fraud or irregularities at partner organisations.
Ensure proper documentation and saving of all partner and donor reports on system servers and Salesforce.
Budgeting
Support budget holders in the budget process for country programmes, providing technical guidance during preparation and revisions.
Participate in the preparation of donor budgets and ensure compliance with donor regulations.
Review monthly reports on Agresso Business World and facilitate follow-up on issues or variances with programme staff.
Internal Systems and Processes
Suggest improvement of work processes and increase efficiency within the programme function.
Maintain a donor financial management system for efficient and accurate reporting.
Staff Capacity Building
Provide technical financial advice and expertise to the country programme teams.
Facilitate training for staff in budget preparation, monitoring, reporting, and internal controls.
Assist in the induction and orientation of country programme staff.
Requirements
Experience: Three years’ experience in accounting/finance in the international development and humanitarian sector.
Budget Management: Experience in managing budgets for donor-funded programmes.
Donor Knowledge: Prior knowledge of donor rules and regulations including Irish Aid, UN Agencies (UNICEF, WFP), EU, and other institutional donors.
Systems: Experience working with finance systems such as Agresso, SAP, and others.
Partnership: Working experience with national/local partners in capacity building, financial reporting, and budget management.
Education: Bachelor’s degree in commerce, finance, or business management.
Certification: Professional certification in CPA(K), ACCA, or CIMA is required.
