IsraAID, founded in 2001, is a non-profit, non-governmental organization committed to providing life-saving disaster relief and long term support. We are looking for a Program Manager for our WASH (Water, Sanitation, and Hygiene) sector to lead interventions in Kenya.
Role Overview
Reporting to the Area Program Coordinator, the Program Manager will proactively oversee all WASH projects in the country through all components of the project management cycle, providing ongoing managerial support to coordinators. The role involves leading the design, planning, and implementation of high-quality, contextually relevant WASH projects that deliver measurable impact.
Key Responsibilities
Program Management & Technical Oversight
- Lead the design, planning, and implementation of WASH projects ensuring professional standards and donor requirements are met.
- Provide specialized technical guidance in water supply systems, sanitation infrastructure, hygiene promotion, and sustainable WASH solutions.
- Develop technical designs, Bill of Quantities (BoQs), and quality assurance frameworks.
- Ensure clear and realistic objectives for all WASH programs with concrete, impact-oriented implementation plans.
- Collaborate with the MEAL Officer to ensure effective monitoring and evaluation processes are followed.
- Monitor budget implementation against programmatic targets.
- Oversee timely reporting for all WASH programs according to internal IsraAID and donor requirements.
Staff Management & Technical Support
- Manage and support the WASH programs team, directly supervising program officers.
- Design staffing plans for WASH programs in coordination with the Country Director.
- Work closely with HQ sector leads to provide technical guidance and ensure adherence to global best practices.
- Identify training needs and facilitate capacity building for program staff.
Strategy and Planning
- Implement yearly strategic planning for all WASH programs.
- Support national and local partners in the design and implementation of realistic WASH interventions.
- Collect best practices to contribute to program experience and design.
Administrative and Financial Management
- Secure strategic funding opportunities and develop proposals based on identified gaps.
- Coordinate with the DEVCOM Department to produce quality reports.
- Ensure all budgeting, administrative, and procurement requirements are met in a timely fashion.
- Coordinate procurement and logistics for WASH activities.
Coordination and External Partnerships
- Foster collaboration with local partners, donors, and government structures.
- Represent IsraAID at WASH coordination meetings and technical working groups.
- Strengthen relationships with INGOs, CBOs, and private sector actors.
Requirements and Qualifications
- Education: At least a Bachelor's Degree in Civil/Environmental/Soil and Water Engineering, Water Resources Management, Public Health, or a related field. A Master's degree is an added advantage.
- Experience: Over 5 years of progressive responsible experience in program management, leadership, and design.
- Leadership: At least two years at a senior management level, preferably in conflict or post-conflict settings.
- Expertise: Experience in stakeholder management, partnership building, and networking with government and NGOs.
- Technical Skills: Proven track record in successful proposal development and budget management (including Log Frames).
- Management: Sound experience in people management, negotiation, financial management, and logistics/procurement functions.
