Job Description
The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, dedicated to implementing projects for the United Nations System, international financial institutions, governments, and other partners in the aid world. The Procurement Manager leads the development and implementation of procurement and contracting strategies for goods, services, and works, focusing on achieving Business Unit and Project objectives while ensuring compliance with UNOPS governance frameworks.
Key Responsibilities
Strategic Procurement: Design and implement procurement strategies, approaches, and plans according to cost reduction and saving strategies. Apply expertise in market intelligence matched to business requirements and sustainability criteria.
Process Oversight: Supervise the implementation of routine and strategic procurement work plans in the Business Unit, covering the entire cycle from requirement definition and sourcing to contract management and logistics.
Compliance and Governance: Ensure appropriate application of UNOPS procurement governance framework (rules, regulations, and policies) in Business Unit and Project operations.
Procurement Management: Manage and guide procurement processes for the acquisition of goods, services, and construction works, embedding sustainability and utilizing appropriate modalities like e-sourcing and supplier rosters.
Monitoring and Control: Review and pre-clear solicitation documents, requests for awards, and submissions to Contract and Property Committees (CPCs).
Team Management: Facilitate the provision of high-quality services through effective recruitment, work planning, performance management, coaching, and promotion of learning and development for the team.
Knowledge Sharing: Lead initiatives on capacity development and knowledge building for procurement personnel, including network development and best practice benchmarking.

Technical Skills: Expert knowledge in Contract Management, Market Analysis, Procurement, Risk Management, and eProcurement.

Requirements
Education:
Advanced University Degree (Master’s Degree) in Procurement, Supply Chain Management, Law, Commerce, Business Administration, Finance, Economics, or a related field with at least 5 years of relevant experience.
OR a First University degree (Bachelor’s Degree) in a relevant discipline with a minimum of 7 years of relevant professional professional experience.
Experience:
A minimum of five (5) years of relevant professional procurement experience in implementing complex programs and services.
At least five (5) years of experience in managing complex high-value procurement cases.
Proven experience managing diverse teams consisting of both local and international staff.
Certifications (Desired): Chartered Institute of Supply and Management (CIPS) Level 4 or similar international certification is a distinct advantage for those without a relevant degree.
Knowledge: Familiarity with UN/UNOPS Procurement Rules and Regulations is highly desirable.
