The Principal Funds Management Officer is a key role at the Social Health Authority (SHA) responsible for ensuring that the Authority's financial resources are collected and managed in a prudent, accountable, and transparent manner. The officer oversees the effectiveness, economy, and efficiency of fund management, maintaining a robust financial management system to produce accurate accounts for the Primary Healthcare Fund (PHCF), Social Health Insurance Fund (SHIF), and Emergency, Chronic, and Critical Illness Fund (ECCF). This role is vital for supporting management decisions and meeting statutory reporting requirements.
Key Responsibilities
Formulate and implement Funds policies, regulations, and procedures.
Establish and maintain an effective system of internal controls aligned with Authority policies.
Validate payments for healthcare providers and facilities.
Verify claims received from the claims management office.
Manage books of debtors, debt accounts, and monitor payment statuses.
Coordinate the preparation of annual financial statements for PHCF, SHIF, and ECCF.
Develop and implement strategies for resource mobilization in collaboration with partners.
Coordinate planning and budgeting processes for all assigned funds.
Analyze resource gaps and recommend priority areas for funding allocation.
Generate periodic reports on fund operations and performance metrics.
Implement financial controls and risk management strategies.
Supervise the maintenance of comprehensive books of accounts and financial records.
Contribute to the development of fund management policies.
Provide mentorship, coaching, and professional development for staff.
Qualifications and Experience
A cumulative period of nine (9) years of relevant work experience, with at least three (3) years at the grade of Senior Fund Management Officer or a comparable position.
Bachelor’s degree in Commerce (Accounting or Finance Option), Business Administration (Accounting Option), or an equivalent qualification from a recognized institution.
Certified Public Accountant (CPA)K qualification by KASNEB or an equivalent relevant qualification.
Active membership in a relevant professional body in good standing.
Certificate in a Management Course lasting at least four (4) weeks from a recognized institution.
Proficiency in computer applications.
Demonstrated merit and ability in work performance and results.
Must meet the requirements of Chapter Six (6) of the Constitution of Kenya.
