The Tax Justice Network Africa (TJNA) is a Pan-African organisation and a member of the Global Alliance for Tax Justice. Launched in January 2007 during the World Social Forum (WSF) held in Nairobi, TJNA promotes socially-just, accountable, and progressive taxation systems in Africa. It advocates for tax policies with pro-poor outcomes and tax systems that challenge inequality.
Key Responsibilities
Policy Advocacy
- Engagement: Develop initiatives and partnerships to engage and influence Africa's leading economic institutions and regional economic communities on tax issues.
- Communication: Provide support to shaping effective strategies to communicate policies aimed at influencing relevant policy targets.
- Strategy Development: Develop strategies to strengthen national tax platforms and encourage the engagement of TJNA members, partners, and allies in relevant pan-African programs and networks to advance the tax agenda.
- Liaison: Maintain a close liaison with global tax advocacy partners, including affiliates and allies of the tax justice movement.
- Point of Contact: Serve as the key contact person for tax advocacy across the African continent and links with TJNA and allies globally.
Programme Coordination
- Program Planning: Lead the development, planning, and monitoring of the execution of activities in programmatic areas of international tax, extractives, investments, and inequality.
- Budgeting: Develop and monitor the annual budget for all programmatic activities.
- Timelines: Effectively manage program timelines to ensure timely completion of deliverables.
- Operations: Coordinate the day-to-day operations of the programmes with guidance from the Executive Director.
- Quality Control: Monitor and provide quality control in the delivery of programme activities.
- Staff Management: Oversee the recruitment, retention, and development of staff to meet programme goals.
- Reporting: Ensure regular, quality, and timely reporting and documentation of work plan implementation against agreed budgets.
Research & Knowledge Generation
- Research Agenda: Lead in setting the TJNA research agenda by identifying emerging policy trends.
- Project Management: Manage research projects across thematic areas (international tax, natural resources, climate justice, etc.) including defining research questions and developing RFPs/TORs.
- Dissemination: Coordinate the communication of research projects through traditional and innovative channels like convenings, training, and web resources.
- Quality Control: Develop an internal framework and guidelines for TJNA writing, editing, and quality control for research products.
- Technical Support: Work with thematic leads to provide technical backstopping for research projects conducted by members and partners.
- Tracking: Lead in the design and tracking of implementation for long-term policy research projects such as the Fair Tax Monitor.
Qualifications and Requirements
- Education: Master's degree in economics, political science, development studies, or a related field from a recognized institution.
- Experience: At least 10 years of overall professional experience, with a minimum of 5 years in a management and leadership role.
- Sector Knowledge: Experience in economic justice is an added advantage.
- Communication: Ability to communicate and work fluerntly in English. Proficiency in French is a significant added advantage.
- Personal Attributes: Self-starter, flexible, creative, and strategic thinker with the ability to work under pressure in a fast-paced environment.
- Travel: Willingness to travel as required.
