Role Overview\n\nWorld Vision is seeking a qualified Consultant to elaborate on the elements of Article 14(2)(c) of the African Children’s Charter. This General Comment will focus on the interrelated rights to adequate nutrition and safe drinking water, defining the legislative, institutional, and governance measures required by State Parties to ensure the full realization of these rights for all children in Africa.\n\n### Key Responsibilities\n\n* Define and clarify key technical and normative terminology such as stunting, wasting, malnutrition, food insecurity, water supply quality, and sanitation.\n* Elaborate on the use of a child rights-based approach to guide laws, policies, and programmes in various African environments.\n* Outline obligations to respect, protect, and fulfill children's rights to nutrition and WASH, including governance and budgetary responsibilities.\n* Explain the linkage between these rights and others such as health, life, and education, while identifying vulnerability factors like violence or early pregnancy.\n* Provide guidance on child-sensitive social protection systems, including safety nets, cash transfers, and food assistance.\n* Provide practical, context-relevant recommendations for effective laws, monitoring, and accountability mechanisms.\n* Outline methods for collaborating with communities, health workers, educators, and humanitarian actors to ensure equitable access.\n\n### Key Deliverables\n\n1. A draft outline of the General Comment to be presented to ACERWC and partners.\n2. Development of the first and second drafts of the General Comment based on agreed outlines and feedback.\n3. Active involvement in ACERWC Sessions, coordination meetings, and validation workshops.\n4.
