Vi Agroforestry is an international non-profit organization established in 1983, focused on tree planting and sustainable development in the Lake Victoria Region. The Planning, Monitoring, Evaluation, Reporting and Learning (PMERL) Program Officer is responsible for ensuring the strategic alignment, quality, and effectiveness of organizational programs through robust data management, performance monitoring, and compliance with donor standards.
General Responsibilities
- Promote and support the interests and strategic goals of Vi Agroforestry.
- Ensure and promote a rights-based approach and gender transformation across all operations.
- Adhere to organizational policies, guidelines, operating procedures, and workplans.
- Ensure strict compliance with donor requirements and maintain high-quality standards in all outputs.
- Actively participate in resource mobilization and keep updated on PMERL developments.
- Liaise with partner organizations, researchers, and relevant stakeholders.
- Contribute to effective global cooperation, a healthy work environment, and teamwork.
- Support the development and implementation of risk management plans, work plans, and budgets for the country office.
- Provide timely updates to management on progress, opportunities, and challenges.
Required Qualifications
- Education: University degree in a relevant field; a Master’s degree in statistics, social sciences, project management, development studies, or a related field is required.
- Certifications: Professional certification in Project Management, Monitoring & Evaluation (M&E), or Results-Based Management.
- IT Skills: Proficiency in Microsoft Office 365 (advanced Excel), MIS, database management, and web-based applications. Knowledge of data analysis tools is an added advantage.
- Technical Expertise: High level of knowledge in PMERL, resource mobilization, and grant management.
- Compliance: Familiarity with big donors (EU, SIDA, DFID, USAID, DANIDA, Norad, etc.) and principles such as 'Do No Harm,' Conflict Sensitivity, and Human Rights-Based Approaches.
Work Experience
- Minimum of five (5) years of progressively responsible experience in PMERL within an NGO setup, ideally related to environment, climate change, or agriculture.
- At least three (3) years of experience in a supervisory role.
- At least three (3) years of experience in results-based project management.
- Proven track record in strategic planning, performance management (indicator selection, target setting), and database management.
- Experience in managing surveys, developing data collection tools, and data quality oversight.
- Expertise in using digital technologies for monitoring, evaluation, and analytics.
- Experience working in consortium arrangements and managing implementing partners.
- Demonstrated ability to integrate inclusive approaches (gender, youth, and social inclusiveness) into PMERL activities.
