Post-Specific Context
Under the guidance and direct supervision of the Deputy Resident Representative and in close consultation with Head of Program, the Partnerships & Resource Mobilization (RM) Analyst supports the Management and spearheads the overall effort to build partnerships and mobilize an appropriate and sustainable funding base in the Country Office (CO). The Partnerships & Resource Mobilization Analyst develops the country office partnerships building and resource mobilization strategy, tools, and procedures, coordinates their implementation, leads donor intelligence, supports strengthening of UNDP's position within the UN family, and develops strategic partnerships with government, donors, IFIs, private sector, and CSOs.
The Partnerships and Resource Mobilization Analyst will be responsible for enhancing UNDP partnerships, mobilizing resources for UNDP program efforts, and supporting UNDP’s Partnerships and Donor Relations. She/he supports UNDP Senior Management Team (SMT) in developing/nurturing strategic partnerships and leveraging resources to achieve results for the Kenya program portfolio.
Scope of Work
Build Strategic Partnerships and Resources Mobilization:
- Development of the Partnerships and Resource Mobilization Strategy with planning tools to implement the strategy in close collaboration with Senior Management, Strategic Results and Resources team, and portfolio managers.
- Development and implementation of a donor intelligence strategy (partners, needs and priorities, perception of UNDP by its current and potential future partners, and projection of UNDP’s added value and potential role).
- Development of targeted donor fund-raising strategies and approaches.
- Regular external and internal analysis/scanning of opportunities to identify where the CO strengths overlap with partner/client needs for partnerships and resource mobilization.
- Analysis of the Government of Kenya’s national budget and investment targets to identify areas for UNDP collaboration.
- Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support them to inform CO RM strategy.
- Identification of emerging sources of funding; assessment of their current usage and potential for the future.
- Assessment of the level of CO engagement with each donor: Type and level of contact and particular areas of interest; development of strategy to position the CO to become a priority partner for the donor.
Ensure Stakeholder Engagement and Partnerships:
- Proactively build partnerships and strategic alliances with the Government of Kenya, IFIs, Multi and Bi-lateral partners, Private Sector, CSOs, etc., for UNDP positioning, including creating opportunities and nurturing networks for idea generation and development into funding opportunities.
- In collaboration with Communications Analyst, support the organization of high visibility events, policy dialogues, and roundtables that position UNDP thought leadership and results in Kenya.
- Work closely with the program team to establish and nurture civil society platforms, including as required a Civil Society Advisory Board, to ensure inclusion and relevance of UNDP program.
- Engage with think tanks and academic institutions to ensure that CO can access high quality research and be involved in cutting-edge development discourse.
Diversification of Resource Base:
- Delivery of resource mobilization and government cost-sharing targets for UNDP in line with strategic positioning.
- Engagement with government and development partner stakeholders on implementation of Direct Project Costing.
- Identification of emerging development partners and creating opportunities for collaboration.
- Negotiating alternative financing models with international financial institutions (IFIs) to achieve mutual goals in delivering sustainable development.
- Fostering innovations and creative development solutions in collaboration with the private sector.
- In collaboration with program team, develop quality proposals, concept notes, and pitching documents to bilateral, IFIs (World Bank, AfDB), private partners, UN pooled funds (PBF, Joint SDG Fund, UN PRPD, etc), vertical funds (GEF, GCF, and country-based pooled funds).
- Strategize with senior management and portfolio managers on the use of ICT-led innovations in resource mobilization, i.e. crowd-sourcing, campaign-led fundraising.
Promote Knowledge Management and Communication of Results:
- Support portfolios in codification of knowledge and communication of results, specifically for innovations in financing.
- Facilitate discussions and strategy-setting for scaling up of UNDP projects in terms of coverage, policy impact, and sustainability. Help portfolio managers in consistently applying scaling for all UNDP projects (including cost-sharing commitment from the government).
- Preparation of comprehensive, analytical, and substantive briefs for donor meetings, RBA/HQ, missions, etc.
- Perform Private Sector Due Diligence and negotiate mutually beneficial agreements, including GDF, MOUs/LOA, and compliance with partner requirements, including donor reporting requirements.
- Assist CO in implementing corporate transparency commitments, including regular updates of project information on appropriate portals.
- Perform other duties within functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Qualifications and Required Skills
Education:
- Advanced university degree (Master's degree or equivalent) in Social Policy, Public Policy, Politics, Economics, Business Administration, Development Studies, or a related area is required; OR
- A first-level university degree (Bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum of 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of progressively responsible relevant experience at the national or international level in international development with special focus on partnership building, business development, and resource mobilization.
Required Skills:
- Experience in the use of computers, office software packages (MS Word, Excel, etc.), web-based management systems, and advanced knowledge of spreadsheet and database packages.
- Knowledge and experience in partnership building, business development, and resource mobilization.
Desired Skills:
- Experience working in the UN System is an asset.
- Experience in working, liaising, and collaborating with UN agencies, governments, NGOs, civil society organizations, and public international organizations is an asset.
- Knowledge of capacity building theory and application of capacity building/assessment methodologies is desired.
- Experience coordinating and liaising with government agencies and/or donors is desired.
Language Requirements:
- Fluency in English is required.
- Fluency in Kiswahili is required for local personnel.
