The Operations and Finance Manager, reporting to the Country Manager, will oversee key organizational systems and processes for the HerStart program in Zanzibar. This role is crucial for managing financial performance processes, reporting, cash flow management, procurement, and human resources processes and policies for the program. The manager will also drive program quality improvement efforts across all key program function areas. This is a one-year renewable contract position with a commitment of 40 hours per week.
Key Responsibilities
Operations Management
Coordinate and support all organizational systems and procedures for YCI Tanzania, including oversight of policies and procurement.
Ensure YCI remains compliant with local NGO and company registration requirements and all mandatory reporting in Tanzania.
Support the Country Manager with all Human Resource functions for YCI Tanzania, including managing country office contracts, performance reviews, onboarding, and local staff recruitment.
Co-lead the country health, safety, and security risk management portfolio to ensure the safety and security of staff, volunteers, partners, consultants, and participants.
Support planning for Canadian volunteer arrivals and placements, covering arrival and orientation logistics, training, accommodation, visas, and local transportation.
Financial Management
Coordinate with YCI Canada to ensure proper financial and administrative management of the program and compliance with donor regulations.
Prepare and submit high-quality financial reports and manage and monitor cash flows related to project expenses.
Lead the annual budgeting exercise in the country.
Act in accordance with accounting policies, procedures, and internal controls, ensuring compliance with national regulatory requirements, including annual audits and tax filing.
Identify areas of risk and implement measures to reduce vulnerabilities.
Technical Support and Training
Provide technical onboarding, training, and coaching to project staff, volunteers, partners, and participants as required on processes, guidelines, and requirements for finance, operations, and human resources.
Facilitate accountability and quality assurance through formal and informal interactions with staff and partners.
Volunteer Management
Supervise international volunteers in their professional deliverables that advance the goals of HerStart and/or partner organizations.
Provide coaching and mentorship to ensure their meaningful engagement and integration into the HerStart program.
Qualifications and Experience
The ideal candidate should possess over 5 years of progressively responsible leadership experience in finance, operations, procurement, and/or human resources, coupled with a strong grasp of organizational accounting and financial functions. A self-starter with a deep understanding of sustainable community development is essential. The candidate must demonstrate experience managing and overseeing office operations, possess the ability to clearly explain complex accounting or financial concepts to stakeholders, and have a strong command of Microsoft Excel and other accounting software with an analytical attention to detail. Excellent written and verbal English proficiency is required, alongside an appreciation for the contribution of volunteers to international development, with experience in supporting or working with volunteers being an asset. Applicants must be a permanent resident or a Citizen of Tanzania, with preference given to Zanzibar residents.
