Job Description
The Monitoring Evaluation and Learning (MEL) Officer is responsible for developing and overseeing the implementation of a participatory MEL framework that emphasizes organizational learning and impact assessments. This role provides internal advisory support to organizational programs, contributing to the growth and development of all aspects of the network.
Key Duties and Responsibilities
Monitoring:
Oversee and execute M&E activities focusing on results, impacts, and lessons learned.
Coordinate the development of the monitoring and evaluation framework, including the MEL plan, in alignment with the overall strategic plan.
Facilitate an efficient Management Information System (MIS) to enable systematic and efficient reporting.
Develop and maintain monitoring and reporting systems for the Strategic Plan and project-based reporting (NORAD, SDC, EU projects).
Conduct monitoring and support visits to ensure smooth implementation of EU project activities.
Prepare and review monitoring tools for data collection.
Provide technical support and training on MEL and MIS to Secretariat staff.
Evaluation:
Supervise the implementation of baseline assessments, surveys, mid-term, and end-line evaluations of the strategic plan and projects, including the Education Out Loud and European Union projects.
Develop Terms of Reference (ToRs) for specific evaluations and supervise consultants to implement evaluations required for assessing PF interventions and the strategic plan.
Conduct pre and post-training evaluations during training and capacity-building sessions to assess knowledge change and gaps to best inform programs.
Reporting and Documentation:
Ensure reporting adheres to the M&E Framework.
Review reports uploaded in the MIS system.
Ensure data quality of the reports in the MIS system.
Consolidate mid-term and Annual progress reports.
Coordinate the preparation of donor reports for specific projects.
Identify and document case stories on advocacy work.
Consolidate quarterly reports to the NGO registrar.
Planning & Learning:
Prepare the MEL work plan and budget for supported projects.
Assist the program team in developing annual work plans to adhere to the strategic plan.
Review semi-annual plans to track progress in the implementation of annual plans.
Coordinate review meetings (semi-annual and annual program reviews) to facilitate learning within the secretariat and the network.
Ensure documentation and dissemination of lessons learned throughout the year.
Identify gaps in existing MIS systems and propose solutions for improvement.
Share learning from the MEL process with secretariat staff and the network in their advocacy work.
Organize learning sessions to promote a culture of learning and best practices.
Other Duties:
Enhance the capacity of PF members on results-oriented programming and the Outcome Mapping approach to monitoring and evaluation.
Assist program managers in developing realistic monitoring plans that capture quantitative and qualitative data to report on performance, outcomes, and results.
Support the EOL and EU project activities implementation.
Participate in regular (weekly and monthly) project meetings to discuss progress implementation approaches.
Work in collaboration with external organizations where required.
Support the program team in proposal write-up and project designing.
