The Monitoring and Evaluation (M&E) Officer (NOB/DC) will be responsible for the design and implementation of a Results Measurement (MRM) system for the 'Trade for Jobs Uganda' initiative, operating under the policy and procedural requirements established by the International Labour Organization (ILO) and the project.
'Trade for Jobs Uganda' is a five-year initiative (2025–2030) co-led by the ILO and the International Trade Centre (ITC), funded by the Swedish International Development Cooperation Agency (Sida). The project aims to leverage trade as a driver for decent job creation and income generation for women and men living in poverty in Uganda by strengthening the dairy and tourism sectors. It will use a market systems approach focused on delivering long-term sustainable impact at scale.

The project starts with an extended 18-month inception phase, followed by a probable 42-month implementation phase.
The M&E Officer will report directly to the Project Manager (Team Leader), with support from the Deputy Team Leader at ITC. Collaboration will be required with the project team, including dairy and tourism portfolio managers, the knowledge and communications officer, and financial/administrative assistants. The role also involves coordinating and quality-checking the work of external consultants hired for data collection and MRM system development/operation.
The M&E Officer will develop, operationalize, and oversee a results measurement system based on the Donor Committee for Enterprise Development (DCED) Standard for Results Measurement. This includes ensuring the systemic nature of all activities, effective monitoring, and measurement of results for strategic decision-making.
Specific duties involve:
The role requires a first-level university degree in a relevant field, significant professional experience in MRM/M&E system development/management, and strong analytical, communication, and organizational skills. Experience with the DCED Standard, private sector development, or market systems development is highly advantageous.
