The Manager, Funding Strategy and Program Design at the National Lottery Board is responsible for spearheading the development of multi-year funding strategies and overseeing the design of programs that align with Kenya's national development goals, including Vision 2030 and the Bottom-Up Economic Transformation Agenda (BETA). This senior role ensures that the National Lottery's funds are allocated equitably and transparently to achieve maximum social and economic impact across various sectors such as youth empowerment, sports, culture, and education.
Key Responsibilities
- Strategy Development: Coordinate the development of multi-year funding strategies aligned with Vision 2030, BETA, and the Sustainable Development Goals (SDGs).
- Program Supervision: Oversee funding programs and thematic windows, including youth empowerment, sports, innovation, culture, education, and climate action, with clear performance indicators.
- Fund Allocation: Formulate transparent, equitable, and data-driven fund allocation criteria that incorporate regional balance and evidence-based impact assessment.
- Collaborative Modeling: Design co-financing, matching-fund, and joint-implementation models in partnership with national/county governments and development partners.
- Monitoring and Evaluation: Develop standardized M&E indicators and methodologies to measure programme outcomes, value for money, and national contribution.
- Pipeline Management: Maintain a dynamic pipeline of eligible programs, forecasting fund demand and aligning resource commitments with revenue.
- Compliance: Ensure all funding frameworks and allocation mechanisms comply with statutory requirements, government policy, and financial regulations.
- Adaptive Funding: Design flexible models like catalytic grants, challenge funds, and revolving facilities to respond to emerging national priorities.
- Reporting: Prepare analytical reports and recommendations for the Directorate and Cabinet Secretary on funding priorities and national impact performance.
Requirements for Appointment
- Experience: A cumulative period of twelve (12) years’ work experience, with at least three (3) years in the grade of Assistant Manager, Finance and Accounts or in a comparable and relevant position.
- Education: Bachelor’s Degree in Accounting, Finance, Statistics, Commerce, Business Administration, or Business Management (Finance/Accounting option) from a recognized institution.
- Advanced Degree: Master’s Degree in Finance, Accounts, Commerce, Business Administration, or Business Management (Finance/Accounting option) from a recognized institution.
- Professional Certification: Certified Public Accountant (CPA K) or equivalent qualification from an accredited examination body.
- Professional Membership: Membership to the Institute of Certified Public Accountants of Kenya (ICPAK) or a relevant professional body in good standing.
- Leadership Training: Certificate in a Leadership course lasting at least four (4) weeks from a recognized institution.
- Technical Skills: Proficiency in computer applications and demonstrated merit in work performance.
