Role Overview
Kenya’s National Lottery Board is seeking a Manager for Finance & Accounting Services. This senior role is mandated to oversee and safeguard the financial integrity of the National Lottery, ensuring it is run with transparency and in the best interest of the Kenyan people. The successful candidate will develop financial strategies, oversee budget implementation, and ensure adherence to international accounting standards and local regulatory frameworks.
Key Responsibilities
- Financial Strategy: Developing and overseeing the implementation of a dynamic Finance strategy to deliver results as envisioned in the strategic plan.
- Budgetary Control: Developing the NLB’s budget and continuously monitoring and evaluating its implementation.
- Advisory: Providing oversight to NLB’s financial affairs and advising on financial planning strategies and policies.
- Resource Management: Ensuring effective and efficient management of NLB’s resources including finances, assets, and liabilities.
- Financial Reporting: Ensuring the provision of accurate and timely financial and management accounts and reports to the CEO and the Board.
- Partnerships: Negotiating with banks, donors, and development partners for appropriate financial support.
- Compliance: Ensuring compliance with the Public Financial Management Act, IPSAS, IFRS, ISO Standards, and other legal and regulatory policies.
- Risk Management: Constructing internal control systems and mitigating key elements of the NLB financial risk profile.
Requirements for Appointment
- A cumulative period of twelve (12) years’ work experience, with at least three (3) years in the grade of Assistant Manager, Finance and Accounts or a comparable relevant position.
- Bachelor’s Degree in Accounting, Finance, Statistics, Commerce, Business Administration, or Business Management (Finance/Accounting option).
- Master’s Degree in Finance, Accounts, Commerce, Business Administration, or Business Management (Finance/Accounting option).
- Certified Public Accountant (CPA K) or equivalent qualification from an accredited examination body.
- Active membership in the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing.
- Certificate in a Leadership course lasting not less than four (4) weeks from a recognized institution.
- Proficiency in computer applications.
- Demonstrated merit and ability in work performance.
